Naples Heritage: The City Council asks the unions for help: "Let's save the project."

Naples – A brief but meaningful meeting was held this morning, August 4, 2026, between the City of Naples and the trade unions. At the center of the discussion was the difficulties encountered in completing the project to establish Napoli Patrimonio SpA, following its partial rejection by the Court of Auditors.

Pier Paolo Baretta, Councillor for Budget, explained the situation, highlighting how the accounting magistrates had raised several concerns about the original design of the new subsidiary.

The unresolved issues: controls and competences

Among the main critical issues highlighted by the Court of Auditors is the new company's control system, entrusted to the parent company Napoli Holding. According to the magistrates, this structure is not fully adequate to ensure effective oversight and compliance with the principles of good administration.

Further complaints concern the excessive scope of the corporate purpose. Specifically, the powers attributed to the company include, pursuant to Article 4, paragraph 4.2, letter g), the "preparation of urban planning and urban and territorial studies and projects," a mandate deemed too broad for an asset management company.

SGB's position: "No to the new company."

Regarding personnel, the Court of Auditors confirms the strong concerns already expressed by the SGB union and other organizations supporting the "Naples Not for Sale" Committee. The resolution states: "On the one hand, the inefficiencies of the current management are identified, including the lack of qualified professionals within Napoli Servizi's staff to manage a complex real estate portfolio like that of the Municipality of Naples; on the other hand, it is proposed to absorb some of this staff into the newly established company."

Faced with this scenario, SGB renews its appeal to all trade unions not to support the municipal administration's decision to establish a new company, but instead to call for the strengthening of Napoli Servizi, enhancing its skills, staff, and functions.

Temporary work: the demand for transparency

The union also calls for the definitive closure of the temporary work issue. "The methods and criteria used to recruit workers must be made public and fully transparent," the statement reads.
The request is clear: the Municipality of Naples must announce a public competition by the end of 2026 to proceed with direct hiring, definitively eliminating the use of contracted and temporary work.

"As long as temporary workers continue to be employed, SGB calls for the immediate transformation of all part-time contracts into full-time ones, ensuring decent working conditions and a more efficient public service."
