A new housing emergency is looming in the Phlegraean Fields: rents are rising fourfold compared to their usual levels, jeopardizing the living conditions of already vulnerable families forced to leave their homes due to recent seismic events.

Assocasa, the tenants' union, has denounced this situation and is appealing to both property owners and local governments, such as those of Pozzuoli, Bacoli, Monte di Procida, and Naples. The organization emphasizes the importance of avoiding speculation and adopting rent agreements as a tool to make rents more affordable and regular.

Indeed, rent agreements provide tax benefits for owners, such as a 10% flat-rate tax and exemptions from certain taxes, while also offering greater protection to tenants. Assocasa also encourages municipalities to implement further IMU tax relief for properties rented at agreed rents, going beyond the reductions already provided for by national legislation.

The union is proposing an "extraordinary pact" involving property owners, local authorities, the Region, and the Government, aimed at rapidly increasing the supply of housing for displaced families. The goal is to ensure dignified and sustainable housing solutions, preventing the emergency from turning into an opportunity for real estate speculation.

Assocasa has declared its willingness to collaborate in a permanent institutional roundtable, along with other trade unions and property owners' associations, to concretely address the situation and protect the right to housing for those forced to leave their homes due to bradyseism and earthquake-related factors.
