State Police: New staffing, recruitment, and local presence are at the center of the debate in Rimini.

In Rimini, the SIAP met with police leaders to discuss staffing parameters, recruitment measures, and investments in facilities and housing, with reference to local pressures and European challenges.

In Rimini, at the 11th National General Council of the Italian State Police (SIAP), a political plan to revise the staffing parameters for the local offices of the State Police is taking shape. Police Chief Vittorio Pisani is proposing replacing the current criterion based on resident population with different parameters. The goal is to prevent individual mayors from automatically requesting more staff and, at the same time, to develop a model of local presence that meets the real needs of the community.

This proposal could quickly lead to the establishment of a working group with a delegation from ANCI to define new operational and coordination methods.

The central administration reports progress made thanks to a reorganization of procedures, while acknowledging that the workload remains high and that some resources are being scaled back to meet increasingly high demand for public services.

Operationally, activities have seen significant growth: the Anti-Crime Division's activity has increased from 25.000 to 40.000 enforcement actions with the same staff, the commitment of the Passport, Immigration, and Railway Police offices has increased, and territorial control interventions have risen from 3,6 million in 2023 to 4,1 million, with an increase in warnings and bans.

A reform profile that also looks to the future: the draft law governing the force's operations aims to improve its presence across the territory, open police stations in areas with high tourist or industrial density, in hospitals and shopping centers, and revitalize small nautical teams for coastal patrol. Work is also underway to overhaul management, reducing timelines and streamlining the process.

Recruitment remains a key issue, a topic awaiting a European-level meeting of Police Chiefs: participation in competitive exams has remained low in some regions, and turnover is high. According to Pisani, the key is to better educate young people about the many functions of the State Police and offer career paths that take into account residency requirements. The proposed approach includes targeted communication about benefits, differentiation between types of police officers, and the possibility of differentiated regional competitions to offer opportunities suited to the employment context.

In closing, Pisani draws attention to training and housing: a renovation plan is needed for collective housing, estimated at around 4.000 units, and the creation of a working group dedicated to equipping and training staff.

On the political front, Interior Minister Matteo Piantedosi emphasized that, despite a further decline in crime over the past two years, we must never let our guard down regarding citizens' expectations. The national landscape remains complex: in addition to crime trends, the management of landings and the presence of immigrants have both objective and perceived impacts. Piantedosi argued that the perception of security depends on the effectiveness of institutions and their ability to be present and effective, both domestically and in contexts of media tension when violent incidents emerge.

Minister for Public Administration Paolo Zangrillo concludes by speaking of a public administration that must be a professional opportunity, not an obstacle. According to him, the state envisions a public-centered hiring process: 800.000 new hires between 2023 and 2025, shortened public competitions, a reduction in the average duration of competitions from over two and a half years to about four months, and an aging of the average age, from 52 to 48.

Contract renewal measures are an integral part of the strategy to contain inflation and ensure continuity of services. Public opinion is observing and evaluating the effectiveness of the proposals in relation to how institutions will represent themselves and maintain a positive perception of the professional commitment of operators, especially in the security and defense sectors, where proper behavior by agents is considered crucial to the institutions' image.
