5% extortion tax on construction sites: Mafia boss Fiore Graziano and three accomplices arrested

Avellino – The dawn silence in the Vallo di Lauro was broken by the sirens of the Carabinieri patrol cars from the Avellino Provincial Command. A swift operation ordered by the Naples District Anti-Mafia Directorate nipped in the bud the attempted reorganization and revival of the historic Graziano clan, a Camorra stronghold that had been established in Quindici for decades.

Four arrest warrants were executed by decree signed by anti-mafia prosecutor Henry John Woodcock: among those handcuffed is the notorious Fiore Graziano, 53, believed to be the current leader of the Irpinia gang, flanked by a compliant businessman and two young men with no criminal record hired as new recruits.

The charges against all of them, to varying degrees, are very serious: mafia-style criminal association and extortion aggravated by mafia methods.

The ghosts of the feud and the shadow of the clan leader

The Graziano name evokes pages of lead and blood written in Campania's criminal history. Son of the late boss Arturo Graziano, Fiore bears the weight of a surname closely tied to the bloody Irpinia feud against the historic rival Cava clan: a decades-long war of cross-municipal ambushes, ambushes, and massacres that from the 80s onward ravaged the Vallo di Lauro, leaving dozens dead, including the horrific "massacre of the women" of May 2002.

Fiore Graziano had been released from prison only recently, in October 2025, after serving a seven-year and eight-month sentence for aggravated extortion. Once behind bars, however, the clan leader wasted no time in regaining control of the territory and reasserting the hegemony of the "family," which had been eroded by the investigations and convictions of recent years.

The 5% bribe and the role of the entrepreneur

Investigations by Carabinieri officers and prosecutor Woodcock have documented a widespread and pressing extortion network that began last February, just months after the boss's release from prison. The clan targeted construction companies engaged in strategic public works in Quindici and surrounding municipalities.

The link between organized crime and the companies targeted by the extortion was a local businessman, who was also arrested on charges of being Graziano's operative arm. Investigators have reconstructed the alleged bribe amounting to 5% of the total value of the contracts.

Among the confirmed incidents is one involving a subcontractor engaged in hydrogeological safety work in the municipality of Pago del Vallo di Lauro, worth €520. The extortion demanded here was nearly €26. Similar pressure and threats were also observed at a construction site intended for work on the entire area's water network.

The "clean-collar" recruit and the Anti-Mafia's halt

A particularly concerning element in the investigators' documents is the involvement of two young men with no criminal record. The clan's strategy is apparently aimed at recruiting clean-cut individuals, unknown to law enforcement, who can be used to move around the area, collect extortion money, and cover up the top brass's moves without attracting investigators' suspicions.

The Carabinieri 's emergency intervention and the DDA's arrest warrant resulted in the handcuffs snapping on before the clan's new structure could consolidate, once again tightening the grip of Camorra terror on Vallo di Lauro.
