Ponticelli, a new report of illegal construction on Lot 10: the low-rise buildings on Via Scarpetta are targeted.

Naples – New reports of alleged illegal construction and the occupation of common spaces are coming from Ponticelli, a neighborhood on the eastern outskirts of Naples. Following complaints regarding the Incis district and the so-called "Mickey Mouse Park" on Via Carlo Miranda, residents' attention is now turning to Lot 10, particularly Via Eduardo Scarpetta.

The reports were collected by Green-Left Alliance MP Francesco Emilio Borrelli, to whom citizens also sent photographic documentation to report what they believe to be situations of building and commercial irregularities.

At the heart of the protests is the presence of several low-rise buildings that, according to residents, were built without the necessary permits. This situation, if confirmed by the investigation, would reopen the issue of compliance with urban planning regulations and the use of common spaces in the neighborhood.

The case of the sealed garage

Among the reported incidents is a building used as a garage, previously in the news for violent crimes. According to the complaint, the property is allegedly selling and storing household appliances, despite previous sealing orders.

These are circumstances that will need to be verified by the competent authorities, who are required to clarify the nature of any activities carried out on the premises and compliance with the measures adopted.

This is precisely the point at which the parliamentarian's request for urgent checks focuses, announcing that he will send a note to the competent authorities and the Local Police to carry out the necessary checks.

Borrelli: "Restore legality."

The AVS MP denounces a situation that, in his opinion, does not concern just individual incidents, but a broader problem linked to the appropriation of public spaces and the construction of potentially abusive structures.

"The picture emerging from Ponticelli, from Rione Incis to Lotto 10, demonstrates a long-standing pattern of misappropriating public spaces and constructing illegal buildings that detract from the livability and decorum of the entire neighborhood," says Borrelli.

The MP also emphasized the need to address the alleged irregular activities, requesting investigations into the report regarding the garage.

"It is intolerable that we continue to build or carry out commercial activities in defiance of the rules and even in the presence of the seals of the judicial authorities," he declared, reiterating that he had sent a note to the competent bodies to request urgent intervention.

Housing emergency: "Institutional responses are needed."

In his speech, Borrelli also addressed the housing crisis, a particularly sensitive issue in the suburbs of Naples, where housing shortages and economic hardship fuel social tensions.

For the MP, the need for housing cannot become a justification for arbitrary occupations or unregulated construction projects. The response, he argues, must come from institutions through structured housing policies and effective regulatory tools.

"The housing crisis plaguing our suburbs cannot be solved with rampant illegal construction or by the rule of the strongest occupying public land," says Borrelli. "The response to the housing need must come from institutions through public housing plans, adequate investment, and effective regulations, leaving no room for oppression and chaos."

Investigations pending

The Lot 10 incident adds to the other reports received in Ponticelli in recent weeks. Attention is now focused on possible inspections and investigations by the competent authorities, who will verify the legality of the structures reported by residents and the possible occurrence of unauthorized activities.

The goal, according to the MP's request, is to clarify the reported situations and intervene where violations are found, restoring common areas to their former function and ensuring compliance with the rules.
