Naples – Identified through SPID, the Public Digital Identity System, but disqualified from the competition because they didn't attach a copy of their ID to their application. This is the paradox denounced by the FIMMG Campania regarding the application process for the three-year training course in General Medicine 2026-2029.
The case involves ten young doctors, rejected due to insufficient documentation despite having submitted their applications online using an authenticated identity system. According to official data from the Campania Region, 974 applications were submitted: 959 were accepted (439 of which were conditional) and 15 were rejected. With 240 training grants available, the competitive exam is scheduled for October 21st.
"The Campania Region has decided not to decide," complains Vincenzo Schiavo, president of the Naples FIMMG. "Ten doctors risk being left out not because they lack the professional qualifications, but because they failed to attach a copy of an identity document to an application submitted through a system that had already verified their identity. So what purpose does SPID serve? If the same candidates had used the Electronic Identity Card, would we have asked them for a copy of their identity card as well?"
The FIMMG reports that the request for clarification was met with objections alleging compliance with the tender notice's provisions, which require the attachment of the document under penalty of exclusion. This requirement, according to the union, appears to be rooted in administrative procedures that predate the widespread use of digital identification systems.
"No one is questioning compliance with the rules," Schiavo continues, "but the rules must be interpreted in light of technological evolution and the purposes of public procedures. These aren't candidates unknown to the administration: they are doctors who logged in using digital IDs and to whom the Region subsequently sent communications via certified email. Is it possible that they can't be allowed to add a document without compromising the fairness of the competition?"
The FIMMG has requested that interested doctors be conditionally admitted to the exam. "We're facing a shortage of family doctors that's already challenging community healthcare," Schiavo emphasizes, "and we risk preventing ten young colleagues from even participating in the selection process for purely formal reasons.
We are not asking for exemptions to the entry requirements or preferential treatment. We simply ask that the possibility of regularizing documentation be evaluated and that no one be excluded once their identity has already been verified. The competition is now upon us, and we cannot afford further delays. The Region must assume responsibility for a timely decision," he concludes.
