Campi Flegrei, more than 24 hours without shocks. The evacuation plan

More than 24 hours without tremors and in Campi Flegrei there is a sigh of relief even if the alert continues to be high.

Last night, no residents slept on the streets, but remained vigilant in their homes.

And while politicians and technicians discuss and prepare to update the evacuation plan, citizens are demanding quicker responses.

Musumeci: Yellow alert remains in effect for the Phlegraean Fields.

"The yellow alert remains in effect for the situation in the Campi Flegrei area," Civil Protection Minister Nello Musumeci said yesterday, after "acknowledging the final minutes of the National Commission for the Forecasting and Prevention of Major Risks, which was convened specifically by Department Head Fabrizio Curcio and remained in session all day."

The commission, based on reports from the Department of Civil Protection's expert centers (INGV and CNR/IREA), which provided a broad overview of multi-parameter monitoring data for the volcanic system, concluded that there are currently no immediate reasons to modify the yellow alert level for volcanic risk.

With reference to seismicity, connected to bradyseism, the greater frequency of seismic swarms, the increase in their magnitude and the continuation of ground uplift suggest that the same seismic events may repeat themselves in the future.

Exodus plan under study for severe bradyseism

The measure regarding the Campi Flegrei area, currently being studied by the government, particularly by the Ministry of Civil Protection, includes an evacuation plan in the event of severe bradyseism, with assistance to the population and possible temporary evacuation to areas particularly affected by the phenomenon.

Red area

The red zone is the area where preventive evacuation is the only measure to protect the population in the event of an "alarm." It is exposed to the risk of pyroclastic flows, which, due to their high temperatures and speed, represent the most dangerous phenomenon for people. The red zone includes the entire municipalities of Pozzuoli, Bacoli, Monte di Procida, and Quarto; parts of the municipalities of Giugliano in Campania and Marano di Napoli; and some municipalities within the City of Naples. Approximately 500 people live in the area.

Yellow zone

The yellow zone is the area outside the red zone that, in the event of an eruption, is exposed to significant volcanic ash fallout. This area may require temporary evacuations of residents living in buildings made vulnerable or difficult to access by ash accumulation. The yellow zone includes the municipalities of Villaricca, Calvizzano, Marano di Napoli, Mugnano di Napoli, Melito di Napoli, and Casavatore, as well as 24 neighborhoods in the Municipality of Naples. Over 800 people live in the area.

The evacuation of the population from the red zone begins with the declaration of the alarm phase. The map shows the waiting areas established by municipal civil protection plans in blue, which are the areas from which residents who choose to evacuate with assisted transport will depart. From the waiting areas, residents will be transferred to the meeting areas established by the national civil protection plan, which are shown in green on the map. From there, they will reach the twinned Regions or Autonomous Provinces by boat, train, or bus. Already in the "pre-alarm" phase, people wishing to evacuate can do so, but only independently. They can move to alternative accommodation (e.g., a second home, with relatives or friends, or a rented home) and receive financial support from the state. Once the "alarm" phase is declared, however, the entire population must evacuate the red zone and can choose to do so independently or with assistance.

Time of data processing

The total estimated time for this operation is 72 hours (3 days), divided as follows: first 12 hours to allow people to prepare and to arrange the necessary traffic regulation measures; subsequent 48 hours for the simultaneous but cadenced departure of the population from all the Municipalities in the red zone, according to a timetable defined in the municipal plans; last 12 hours, as a safety margin for the management of any critical issues and to allow the removal of civil protection system operators.

Twinning scheme

For those who choose to be assisted, a twinning scheme has been defined that provides for the transfer of the population of the Municipalities in the red zone to the Italian Regions and autonomous Provinces. In this case, the assisted movement of people from the "Waiting Areas", defined in the Civil Protection Plan of each Municipality, to the "Meeting Areas", identified outside the red zone, will take place with buses made available by the Campania Region. Their subsequent transfer to the "First Reception Points" in the twinned Regions and autonomous Provinces is planned with different methods (buses, trains or ships) depending on the destinations, to limit the load on mobility infrastructures and inconvenience to the population.

Reaching the University

Those who choose to move independently, with their own means of transport, will have to follow only the exit routes from the red zone established in the Removal Plan. Those who choose the alternative accommodation provided by the State will have to continue towards the "First Reception Points" identified in the twinned Regions and Autonomous Provinces; alternatively, those who choose to receive the contribution for autonomous accommodation will be able to continue towards the alternative accommodation identified independently. Traffic regulation during the autonomous removal phase will be managed through the activation of gates that will guarantee the correct timing of the vehicular flow exiting the red zone.
