Gennaro Sangiuliano and Roberto Fico
The protest by the Campania Diabetes Association has reached the center of the regional political conflict. Following the demands of patients demanding concrete solutions to ensure care and access to diabetes services, the opposition leader in the Campania Regional Council, Gennaro Sangiuliano, has launched an attack, pointing the finger at President Roberto Fico, who also holds the health mandate.
At the heart of the controversy are the resources allocated to diabetes, the differences between health districts, and a proposal for redistributing funds that, according to the opposition, has remained unfulfilled despite discussions initiated in recent months.
"We are surprisingly bitter about the behavior of President Fico, who, we recall, is also responsible for healthcare in Campania, and his lack of sensitivity toward diabetes patients, a very common disease for which Naples is particularly vulnerable," stated Sangiuliano, the leader of the Brothers of Italy party Raffaele Maria Pisacane, and Lea Romano, secretary of the Health Commission, in a statement.
Harsh words, with which center-right representatives link the patients' protests to the failure to adopt measures that, in their view, could have improved the management of available resources. "If we had to give it a headline, we'd write: Fico against diabetes patients," they say.
The press release cites approximately 200 people with diabetes in Campania, a large group for which, according to the signatories, concrete healthcare responses are needed.
The opposition is therefore retracing the path begun in recent months, when the regional president was reportedly presented with a proposal to modify the regional compensation system for underutilization and over-capacity within the same specialist branch of diabetes.
The goal was to allow the transfer of unused resources from some local health authority districts to those where funding was insufficient, following a mechanism that, according to the councilors, is already used for other lifesaving services.
A solution that, according to the proponents, would have allowed for the rebalancing of economic availability in the region without increasing overall spending on the regional healthcare system.
"Without any budget increase, the significant savings from some ASL districts could have been used to transfer them to those districts where resources had proven insufficient," argue Sangiuliano, Pisacane, and Romano.
It's the economic aspect that is making the political debate more tense. According to the three representatives, approximately €850 remained unused, while the indicated threshold of €240 per diabetic patient was not met.
The opposition therefore contests the lack of intervention following discussions with Fico and the patients' association, despite what is described as the initial willingness to do so.
"We proposed a smart, zero-cost solution, but either through carelessness or for some unknown reason, it remained a dead letter," the signatories of the note conclude, calling the matter "a very serious matter" because it is directly linked to the protection of the health of Campania's citizens.
The case opens a new front in the issue of chronic care in Campania. On one side, there are the demands of the Diabetes Association, which is urging action to overcome the difficulties in accessing services; on the other, the regional opposition, which is directly challenging President Fico and demanding an account of the available resources and decisions not yet adopted.
The issue, therefore, is not only the amount of funds allocated, but also their distribution and the ability to make them effectively usable in the areas where the need is greatest.
The accusations leveled against the regional president come from center-right representatives and, at this stage, do not constitute an assessment shared by all parties involved. The political and healthcare issue raised by the opposition remains: understanding why, according to its reconstruction, already available resources were not redistributed to meet the needs of diabetes patients in Campania.
