Scampia, Manfredi: "First housing units delivered by early 2027."

Naples – The first apartments built by the City of Naples as part of the Restart Scampia project will be delivered between late 2026 and early 2027. Mayor Gaetano Manfredi made the announcement, presenting the new units to the press: three buildings in Lot M—A1, A2, and A3—for a total of 97 units, located across from the Vela Celeste, the only building that will not be demolished.

The timetable

The first families to receive the keys will be those evicted from the Yellow Sail and the Red Sail. Delivery is expected between the end of 2026 and the beginning of 2027. The nearly completed housing will be built on the site of the Sails demolished in recent months.

Not just homes: 500 apartments, schools and greenery

"The program is moving forward with the construction of the entire development, which includes over 500 apartments, plus schools, social services, and public green spaces," Manfredi explained. Added to this is "a major redevelopment of the Vela Azzurra," which will become "a structure not only a reminder of the past, but also a hub for public services and key functions for Scampia."

Sails Committee: "Today a dream comes true."

"Today is an extraordinary day, a dream has come true, and we must continue to ensure that all families return here because we have never left Scampia, and this is where we want to stay." This was stated by Omero Benfenati, representative of the Vele Committee, during a visit to the construction site for the new housing.

"These homes represent the dignity and normality," he added, "that for too many years we have demanded and shouted for from the concrete buildings. Today, from the rubble of those eyesores, a jewel in the crown has arisen for the families who have claimed a sacrosanct right: a dignified home." The committee's goal is for the entire Re-Start Scampia project to be completed within the scheduled timeframe.

Manfredi: "Good politics is made of facts."

"The Vele di Scampia experience is one of the most symbolic achievements of this term," the mayor said after the presentation. "Good politics is based on facts, not polemics and sterile communication, but on responses to concrete needs.

"When the Vele families move into their homes, that will mean they've implemented good policies, they've done something real, because people's problems are solved with action," added Manfredi. "Scampia is already a new asset for the city; there's a different atmosphere than 10 years ago."
