Castellammare di Stabia – A surprise inspection led to the immediate suspension of operations at a public works construction site in Castellammare di Stabia, near Naples. The inspection, conducted on September 30th by the DIA Operations Center together with the Joint Forces Group of the Naples Prefecture, revealed a series of workplace safety violations.
The measure was issued by the Prefect of Naples, Michele Di Bari, with a decree dated September 23, as part of the surveillance activities on public construction sites.
On-site, 18 people were identified as having been involved in various capacities at the construction site, and six vehicles belonging to two companies were located. The investigations revealed several irregularities from the initial visit; further complaints arose from the examination of the documentation obtained by the inspectors.
The Naples Labor Inspectorate has applied administrative sanctions for violations of safety regulations, specifically Legislative Decree 81/2008, the Consolidated Law on Health and Safety in the Workplace.
The subcontractor, which was operating on the construction site at the time of the inspection, was ordered to cease work immediately, pursuant to Article 55 of the Code of Criminal Procedure. This measure was adopted due to the lack of a "credit license," which is required for working on construction sites pursuant to Article 27 of Legislative Decree 81/2008.
The company has also been banned from operating on temporary or mobile construction sites until its situation is regularized. According to the law, the exception allowing completion of work already underway does not apply to those who lack a license or have not submitted the relevant application.
Complaints were also raised against the contractor. Inspectors found violations regarding traffic flow within the construction site and the absence of safety personnel during construction, a mandatory role for supervision and coordination during construction.
On the sanctions front, in addition to suspension measures, companies without a license risk an administrative fine equal to 10% of the value of the work (with a minimum of €6.000) and a six-month ban from participating in public works, as provided for by the "credit license" regime.
The measure is part of a strengthened approach by the Prefecture of Naples to public works construction sites, with targeted inspections and compliance protocols to prevent infiltration and ensure compliance with safety regulations.
