A few minutes later, the Minister of Justice, Marta Cartabia, also arrived. Outside the facility, there were many journalists and a large deployment of law enforcement. The investigation, which led to 52 precautionary measures against the police officers who will have to answer for torture, mistreatment and forgery, began following reports, by some inmates, of violence against them as "punishment" for the revolt that broke out on April 6, 2020 following some cases of positivity to Covid in prison.
From the prison you can hear the inmates shouting: “Draghi, Draghi. Pardon, Pardon”.

At the end of the visit to the wards, Prime Minister Mario Draghi held a press conference. “Today we are not celebrating triumphs or successes, but we are here to face the consequences of our defeats. Coming here today means looking closely, in person to begin to understand”. He said after visiting the prison of Santa Maria Capua Vetere.

“We want to see for ourselves to begin to understand why what we saw has shaken the conscience of Italians and also of our colleagues in the Penitentiary Police who work with loyalty”. The investigations “will establish personal responsibility, but collective responsibility is of a system that must be reformed. There can be no justice where there is abuse. And there can be no re-education where there is injustice”.
The Penitentiary Police, “in large majority, respects the inmates, their uniform, the institutions”. Draghi added. To the men and women of the Penitentiary Police “go the most heartfelt thanks of the government and my staff”.

"Italy has been condemned twice by the European Court of Human Rights for prison overcrowding. There are almost three thousand more inmates than there are available beds. In the Campania institutions there are about 450. These numbers are improving, but they are still unacceptable," Draghi added. "They hinder the path towards repentance and reintegration into social life, objectives indicated several times by the Constitutional Court."
