Arzano. Judicial bomb in the town hall, the technical area manager, the architect, sent to trial Gianfranco Marino.
The Prefect Claudius Palomba and the Prosecutor's Office want to see clearly. The news leaked out only by chance since the mayor Cynthia Aruta and the government majority have evidently glossed over the news which in itself, in a municipality dissolved for mafia reasons, takes on dark and illegal contours.
The indictment is dated September 21 and concerns an investigation started more than a year ago when the current director "overtook" the municipality of Pompeii he ended up in a major investigation launched right in the Pompeii municipality and involved his office. So, despite knowing that the official was under investigation, the mayor who signed the decree of appointment and the general secretary endorsed a choice without the anti-mafia verification in the Prefecture and any investigations against him.
The trial is nothing but the epilogue – as reported by two online newspapers – of the burning investigation into the alleged abuses committed in a well-known pizzeria in Pompeii. In fact, they will have to appear in November before Judge Valeria Campanile, of the Court of Torre Annunziata, for the start of the process.
The referral to trial, in particular, was ordered at the end of the preliminary hearing for: SG, former surveyor of the Technical Office of Pompeii, now retired; the architect Gianfranco Marino, former manager of the same Utc; GV, former manager of the “procedure of the Scia/Dia investigation office”. Also on trial are the entrepreneurs who allegedly took advantage of the alleged permits.
The defendants are answerable, in various capacities and to varying degrees, to the charges of abuse of office in competition and building abuse. The alleged offences refer to 2017. The former head of the UTC of Pompeii – according to an investigation file initially opened on the case by the prosecutor Annunziata Rose, then ended up on the deputy prosecutor's desk Rose Mary Colangelo – he would not have acted alone.
In particular, according to the prosecution, Marino and GV “in their capacity as public officials” they would have turned a blind eye to the construction of an illegal work of about 58 square meters, 3,5 meters high. It would be a new construction of “heavy construction” carried out in the city starting from November 6, 2017 but in “non-conformity of the urban planning instrument” as well as the PTP or Landscape Territorial Plan.
According to the prosecutor's reconstruction, the alleged benefits were taken advantage of by a wealthy entrepreneur from Pompeii. In this way - thanks to the alleged “failure to inhibit the Scia” – the owner of the pizzeria allegedly illegally expanded a famous commercial premises with an almost “visible” location on the Scavi by a volume of approximately 210 cubic metres.
The former director of the technical office – according to the prosecution’s hypothesis – would have regularized the works considering them “free” but at the same time applying a fine of 516 euros “falsely certifying – we read further in the investigation documents – the urban planning and building legitimacy of the work”.
Furthermore, all of this would have happened in an area subject to landscape restrictions. In the meantime, another dark story is taking center stage: the adhesion, on the proposal of the mayor after hearing the director Marino, to the CUC of the Nola area for tenders and assignments, despite the fact that the body is already in agreement with the SUA of the Prefecture.
