A memorandum of understanding was signed this morning between the Campania guarantor of persons deprived of personal liberty Samuele Ciambriello and the director of the Juvenile Justice and Community Center of Campania Giuseppe Centomani to monitor and identify the rehabilitation and social repositioning activities of minors at risk.
“In Italy as of December 15, 2022 – these are the data provided by Ciambriello, who spoke in the Nassirya room of the Campania Regional Council – there were 14.221 young people in charge of the juvenile social service, including 6.400 from Campania, in particular from the province of Naples. Of these 14.221 minors taken into care by the social service, 400 are detained in 17 juvenile penal institutions, of which 201 are foreign minors (50%).
Specifically: Nisida hosts the largest number of inmates, 57, followed by Bologna, with 45, and Airola with 37 inmates”. “Even more disconcerting – added Ciambriello – is the data regarding the 27 adolescent boys accused of voluntary homicide and the 80 of attempted homicide. Of these 27, eight inmates are between 14 and 18 years old.
There are too many adolescents with economic and social precariousness. Precisely for this reason I believe that education, culture, sport and professional guidance are the cure”.
During the signing of the protocol, Centomani said: “Today is a significant day because a collaboration has been established with the Campania guarantor of prisoners that serves to guarantee a high level of attention on juvenile issues and those related to the adolescent area which is always characterized by complex issues as we are no longer faced with predatory activities but we are faced with complex poverty, that is, a poverty made up of many educational, emotional, relational aspects that these kids suffer and that put them in a disadvantageous situation compared to more fortunate adolescents”.
The round table was also attended by the president of the VI council commission Bruna Fiola, the coordinator of the technical area of the Juvenile Justice Center Mariangela Cirigliano and the director of the First Reception Center of Naples Anna Caserta.
"We need to focus - Fiola stressed - on the absence of the family because the problems of minors and adolescents arise precisely within it. This is precisely why I fight for institutional measures that support parenthood".
Regarding the Educational Pact signed last year by the Municipality of Naples and various institutional bodies, Ciambriello commented: “I hope that the educational pact signed last year between ministries, the Campania Region, the Municipality of Naples, and the Church of Naples will take concrete steps to ensure a future for these kids who, as citizens, must feed not on bread and illegality but on rights and responsibilities, duties and happiness”.
