Sorrento System: Trial Requested for 13 People

A preliminary hearing has been scheduled for October 29th before preliminary hearing judge Riccardo Sena. Among those under investigation are Raffaele Guarino, then owner of Kidea, UTC executives Filippo Di Martino and Luigi Desiderio, and former city councilor Vincenzo Sorrentino. The main proceedings against former mayor Massimo Coppola and Raffaele Guida, known as "Lello the Psychic," will begin on October 6th with an abbreviated trial.

The new chapter of the investigation

The next court date in the investigation into the so-called "Sorrento System" is scheduled for October 29. This is the date set by the preliminary hearing judge of the Torre Annunziata Court, Riccardo Sena, for the preliminary hearing. The preliminary hearing will examine the requests for indictments filed by prosecutor Giuliano Schioppi against 13 individuals.

According to the prosecution's reconstruction, these are entrepreneurs, politicians, alleged front men, and public employees who allegedly played a role, in various capacities, in the mechanism that influenced contracts, works, and tenders awarded by the Municipality of Sorrento.

The charges, depending on the individual positions, include corruption, bid-rigging, and embezzlement.

Naturally, all suspects are presumed innocent until a final sentence is reached.

Coppola and Guida, the main proceedings

The new investigation is intertwined with the proceedings already involving former mayor Massimo Coppola and his trusted man Raffaele Guida, known as "Lello the Sensitive," along with architect Vincenzo Rescigno.

Their legal proceedings are separate. The trial, with an abbreviated procedure, is scheduled for October 6th.

This milestone came after the resounding rejection of the five-year plea bargain proposal. The proposal had been approved by the Prosecutor's Office led by Nunzio Fragliasso, but investigating judge Maria Ausilia Sabadino had decided not to accept it.

The investigation is therefore proceeding on two tracks: on one side, the main proceedings, and on the other, the request for a trial for the other alleged protagonists of the system.

The Raffaele Guarino case

Among the positions that most attract attention is that of Raffaele Guarino, at the time the owner of Kidea, a leading national communications company, also active in event planning.

According to the prosecution, Guarino allegedly acted as an intermediary in an alleged bribe related to municipal road maintenance work.

The case apparently arose after a meeting at the office of architect Vincenzo Rescigno and also involved entrepreneur Alessandro Di Domenico, who was also the subject of the indictment request.

At the centre of the dispute is an alleged sum equivalent to 6% of the cost of the works.

Guarino's position is also already affected by other charges that emerged in a subsequent precautionary order made public last May. The charges concern alleged bribes related to work, supplies, and contracts connected to the Tasso Theater and marketing campaigns to promote the Sorrento area and brand.

The Municipal Technical Office under the magnifying glass

The request for trial also directly affects the technical heart of the municipal administration.

Among the recipients are Filippo Di Martino and Luigi Desiderio, managers and officials of the Municipal Technical Office.

Their position concerns, in particular, the contract for the redevelopment of the former Le Tore heliport, one of the projects under investigation by investigators.

UTC engineer Graziano Maresca was also implicated in the same case. For Maresca, represented by lawyer Francesco Cappiello, the prosecutor ordered a dismissal of the case, which could lead to a motion to dismiss the case, which the judge will have to decide on.

The political front and the association "La Fenice"

Another chapter of the investigation concerns the political side and the relationships that, according to the Prosecutor's Office, would have gravitated around the former mayor Coppola.

Among those requested to be tried is Vincenzo Sorrentino, a former city councilor considered by investigators to be close to the former mayor.

Sorrentino was also an accountant at the firm where the "La Fenice" association was based, which investigators identified as one of the channels through which funds linked to the former mayor's management passed.

According to the indictment, Coppola also used the association's accounts for personal expenses, including vacations and luxury purchases.

Gennaro “Ze Ze” Esposito, considered by the Prosecutor's Office to be a de facto co-manager of the association and considered close to Coppola both in terms of his ties to local politics and business, was placed in the same area.

The contracts under examination

The list of people for whom indictment has been requested is completed by the entrepreneurs Mario Parlato, Luigi Todisco, Michele Zambelli, Luigi Di Palo and the cousins ​​Aniello Vanacore, as well as Danilo Amitrano, indicated by the investigators as the "front man" president of the La Fenice association and subsequently hired by the Municipality.

The protests involve a series of public procurement contracts and works.

The works and supplies included in the investigation include:

Ibsen Park;
the redevelopment of the space in front of the Senior Citizens' Centre;
road lighting and maintenance works;
interventions relating to the cemetery;
the supply of 342 seats for the Tasso Theatre;
the restoration of the walkway on the Parsano Bastion.

According to the Prosecutor's Office, it is precisely these contracts that outline a system in which business interests, political connections, and public officials interacted in the management of contracts.

The new findings of the Guardia di Finanza

The Guardia di Finanza of Massa Lubrense played an important role in the final phase of the investigation, further developing the investigation.

The documents filed by the Prosecutor's Office also include the most recent investigative findings of the Guardia di Finanza, contained in the report dated June 16.

The investigation was coordinated by Captain Francesco Tartaglione, who is about to leave the Sorrento Coast for a new assignment in Rome. As of September 7th, command will pass to Captain Chiara Mangifesta.

The alleged bribe of 60 thousand euros

One of the episodes considered most significant by investigators involves a sum of 60 thousand euros.

According to the prosecution's reconstruction, it was paid by entrepreneur Mario Parlato to Raffaele Guida in several installments. The sum, according to the prosecutor's hypothesis, corresponds to 7% of the value of a contract.

According to investigators, Guida then arranged for part of the money to be sent to Coppola.

This is one of the episodes on which investigators are focusing their attention to reconstruct the alleged functioning of the network of relationships and interests that revolved around municipal contracts.

An investigation that overwhelmed the Municipality

The picture that emerges from the indictment is that of an alleged network capable of extending from the political to the business and administrative levels.

The investigation has gradually broadened its scope, moving from the positions of former mayor Coppola and Guida to examining their relationships with businessmen, officials, and people believed to be close to the two.

The October 29th transition therefore represents a decisive moment: the preliminary hearing judge will decide whether the charges against the 13 suspects are sufficient to sustain a trial.

At the same time, the abbreviated trial proceedings against Coppola, Guida, and Rescigno will begin on October 6th.

It will therefore be up to the courts to determine, in their respective proceedings, whether what investigators described was actually a "Sorrento System" built around the management of contracts or whether the accusations raised by the Prosecutor's Office will not be confirmed during the trials.
