The number of M5S dissidents is growing compared to Palazzo Madama, but it is not the hemorrhage that the Pentastellati leaders feared. In all, between votes against, abstentions and non-participation in the vote, the 'rebellion' does not break through thirty. The Chamber of Montecitorio reserves a 'warmer' welcome for the prime minister than yesterday: Draghi - as already happened in the Senate - attends the long debate that precedes the vote, then intervenes for just under 15 minutes for the replies and places the emphasis on the fight against corruption, the simplification of the Public Administration machine, prisons, sports and tourism and also justice, where it is necessary to guarantee the right length of trials.
He 'takes leave' with a thank you, which the chamber receives with a standing ovation and the applause of the majority. Only the FdI deputies do not move a muscle. Tomorrow for Draghi the international 'first' at the G7 with Biden. The prime minister will participate in the 'virtual' table that anticipates the June summit in Carbis Bay in Cornwall. Also tomorrow, the prime minister will be at the inaugural ceremony of the judicial year of the Court of Auditors. But if the government is preparing to get to the heart of the first dossiers, strong in the 'armour' of the numbers in Parliament, the new majority that supports it is already experiencing its first torments, shaken by the internal earthquake of the 5 stars with the expulsion of the 15 dissident senators who voted no to the confidence, to which are added at least another 15 deputies (the fate of the unjustified absentees will also have to be decided).
An incandescent situation that forces the guarantor Beppe Grillo to intervene again, invoking "unity" as the "only way" and returning to shield Draghi: "The grillini are no longer Martians", he writes on social media. But also putting the new majority to the test is the unease that is creeping into the parties for the puzzle of undersecretaries and vice-ministers still to be composed and that will hardly satisfy the various "appetites" of those who have so far remained empty-handed.
A majority also crossed by doubts, especially in the Democratic Party, on the intergroup born in the Senate only two days ago between M5s, Pd and Leu with the aim, "starting from the positive experience of the Conte II government, to promote common initiatives on the great challenges of the country, from the health, economic and social emergency to the ecological transition and digital innovation", and already scaled down and weakened before by the Pd group leader Andrea Marcucci ("it has the aim of guaranteeing a parliamentary debate on the issues and agenda of the Senate
. I did it as group leader, making use of my autonomy”) and immediately after by the secretary himself, who speaks of simple “coordination in parliamentary work” and invites “not to ignite too many political cases on this, let's not ride this theme too much”, Nicola Zingaretti emphasizes.
There is no shortage of fibrillation in the center-right government, but the two respective leaders, Silvio Berlusconi and Matteo Salvini, for the moment prefer to see the glass half full and show off a unity of Forza Italia and Lega that, according to them, is lacking in the other majority forces. "As for the government team, it is a good team. Then there is never perfection in any government team. I personally, like anyone else, would have chosen some other minister in place of some of these ministers. But I would say that overall we can talk about a good team", says the Cavaliere who returns to praise the three blue ministers, "very experienced and capable".
Salvini also gives the prime minister full marks: “I liked everything about Draghi’s speech. The only thing I don’t like about Draghi is that he supports Roma, but it’s also true that on the football field everyone is free to keep their own flags”. Then, looking at the other field, he announces: “In the next few hours, and not only from the 5 Star Movement, there will be several people who will begin their journey with the League, both in the Chamber and in the Senate”. And he highlights the ‘weight’ of the two centre-right parties: “Today in the Senate the League and Forza Italia are the majority force compared to the PD and 5 Star Movement”. With the expulsion of the 15 dissidents (who have announced an appeal while they are already working on the creation of a new group that would be in opposition) the PD, M5S and LeU risk ending up in a minority compared to the governing centre-right: the Forza Italia and Lega groups currently have only 1 senator less than the Giallorossi (115 against 116), but if the 6 Five Star members absent from yesterday's vote were to also be expelled from the Movement, the balance would be clearly negative for the intergroup.
And the new group of M5S dissidents could also see the light in the Senate. The technical possibility is being studied (a symbol of a force that ran in the last political elections is needed), which appears complicated. If the hypothesis were to materialize, the new group would steal the podium of the only opposition force from Fratelli d'Italia. With all that this entails in terms of representation in the committees, in the time of intervention in the Chamber, in the conference of group leaders in the Chamber and Senate.
