The mayor of Curti Antonio Raiano is among the recipients of a precautionary custody order issued as part of investigations by the Carabinieri for environmental protection and ecological transition and coordinated by the Naples District Anti-Mafia Directorate on the sector of collection, management and disposal of urban waste. Raiano is the recipient of the precautionary measure of house arrest together with Igino Faiella, commander of the Municipal Police of Curti.
The order is addressed to a total of six people, including entrepreneurs operating in the waste disposal sector and members of the public administration: five are under house arrest, one suspect has been placed in prison custody, the entrepreneur Carlo Savoia. The crimes alleged, to varying degrees, are disturbed freedom of auctions, disturbed freedom of procedures for choosing the contractor, falsification of public documents, in particular minutes of appointment of tender judging commissions, and activities organized for the illicit trafficking of waste.
According to the investigations, there is "a tried and tested system, with well-defined roles and methodologies that have been tested over years of activity, created for the purpose of obtaining convenient tender notices tailored to the private needs of entrepreneurs involved in the sector of collection, management and disposal of urban waste, in relation to contracts worth hundreds of millions of euros". During the investigations, telephone and environmental wiretaps were used and significant amounts of documentation, including computer-based documentation, were seized. Furthermore, during the proceedings, several suspects, who had already been subject to searches, have already been questioned.

This morning, following investigations carried out since 2017 by the Central Service of the Carabinieri Command for Environmental Protection and Ecological Transition with the coordination of the Public Prosecutor's Office-DDA of Naples, a precautionary order was issued against entrepreneurs operating in the waste disposal sector as well as members of the public administration. One person ended up in prison, five others under house arrest. The investigations, as stated in a note from the military, have allowed the acquisition of serious evidence regarding "the existence of a tested system, with well-defined roles and methodologies now well-tested over years of activity, created for the purpose of obtaining convenient tender notices and tailored to the private needs of entrepreneurs involved in the sector of collection, management and disposal of urban waste, in relation to contracts worth hundreds of millions of euros". The subjects addressed by today's provision are investigated, in various capacities, for the crimes of "disturbed freedom of auctions", "disturbed freedom of the procedures for choosing the contractor", "falsehood in public documents", in particular of minutes of appointment of tender judging commissions, and "organized activities for the illicit trafficking of waste". With the precautionary order, Carlo Savoia ended up in prison, while Gennaro Cardone, Marcello Iovino, Giuseppe D'Auria, Antonio Raiano, Igino Faiella were placed under house arrest. The subsequent phases of the proceedings, the Carabinieri specify, "will establish whether or not the investigated subjects are responsible for the criminal conduct attributed to them, in any case the circumstantial evidence acquired by the investigators during the investigation period regarding the methods of awarding and managing the tender notices by various Municipalities in the provinces of Naples and Caserta, are based on a series of objective and convergent elements, including telephone and especially environmental interceptions supported by observation services, searches and seizures of significant documentation, including computer documentation". Furthermore, during the proceedings, interrogations have already been carried out on several suspects, who have already been subject to searches.
There are 44 waste tenders that have ended up in the DDA's sights and that Carlo Savoia, an entrepreneur linked to Nicola Cosentino who ended up in prison following an investigation by the Carabinieri for Environmental Protection and Ecological Transition, allegedly tried to 'disturb'.
These are tenders announced by the municipalities of Aversa, Cellole, San Marcellino, Gaeta, Casandrino, Frattamaggiore, Pollena, Arzano, Caserta, Carife, Paduli, Arienzo, Cancello and Arnone, Carinaro, Casaluce, Casapesenna, Falciano, Gricignano D'Aversa, Lusciano, Maddaloni, Roccamonfina, San Prisco, Santa Maria Capua Vetere, Sant'Arpino, Sessa Aurunca, Succivo, Villa Di Briano, Villa Literno, Lagonegro, Minturno, Volla, Acerra, Afragola, Caivano, Cardito, Casalnuovo, Casandrino, Lacco Ameno, Marano, Marigliano, Pimonte, Eboli, Giffoni Vallepiana. Contracts, those for the collection and disposal of solid urban waste, on which the Antimafia has turned its spotlight, arriving at obtaining the arrest of Savoia but also of the mayor of Curti Antonio Raiano, who ended up under house arrest. Also under house arrest was Igino Faiella, commander of the municipal police of Curti, for the strand involving Curti.
