Income of Freedom. During an online meeting organized by INPS, which took place this morning between representatives of various administrations, the point was made on the Income of Freedom, the new economic contribution intended for women victims of violence, without children or with minor children, followed by anti-violence centers recognized by the regions and social services.
In introducing the meeting, Gabriella Di Michele, General Director of INPS, recalled the recent measures, such as the decontribution and the so-called equality certification, provided for by law 162 of 2021, to the advantage of companies, but designed to facilitate the hiring of women and their retention in the workforce. These are measures that are often aimed at men, requiring entrepreneurs to pay particular attention to the women in their employment, to ensure that they become aware of the importance of the female role.
The legislation starts from prevention but has as its objective development and economic independence.
Paola Paduano, from the Department of Equal Opportunities, then spoke. After thanking the various administrations for the effectiveness of their work in synergy, she underlined the role of anti-violence centers and shelters, true sentinels on the national territory, with an important role in the reintegration of women into the social fabric.
Paola Paduano also retraced the main lines of the Istanbul Convention, ratified by our country. In particular, Article 3 focuses on the concept of "economic violence", which women suffer in the family unit, whenever they are prevented from having access to resources. The convention commits the signatory states to fulfill these functions of development and integration into the world of work. The Minister for Equal Opportunities is committed to this.
Maria Sciarrino, Central Director of Social Inclusion and Civil Disability of INPS, instead illustrated the objectives of the Freedom Income, an important benefit above all to demonstrate that the state is there, and explained in detail its technical characteristics: the recipients, the amounts, the methods for making the application.
Veronica Nicotra, ANCI general secretary, thanked all the bodies that collaborated in the implementation of the measure: the pandemic period brought with it the courage to think and implement tools that in normal times would not have been introduced, also due to the lack of adequate financial resources. Today the European constraints have disappeared and the resources necessary to introduce a measure that we hope will be successful have been made available. Municipalities have a fundamental role, because they are the first contact for women victims of violence and also offer important social support afterwards, which goes beyond the economic contribution.
Renato Gasperi, Technical Coordinator of the Social Policy Commission of the Calabria Region - Conference of Regions and Autonomous Provinces, underlined the role of the Regions, which are committed to taking action to implement the measure, with new impulses to promote widespread interventions in the territories, both from the point of view of prevention and protection.
Unfortunately, the phenomenon is growing and the Regions will try to integrate this economic measure with other resources and other funds available to local authorities. We need to network to achieve this common goal.
