There are 15 professional profiles that can be drawn from by the Institutions that have chosen the formula of associated management of hiring, introduced by the Draghi Government to simplify and speed up the competitive procedures of the Municipalities.
These are bodies adhering to ASMEL, the Association for Subsidiarity and Modernization of Local Authorities, which has announced the closure of the maxi call for the pre-selection of candidates with the preparation of the last List of suitable candidates for hiring, for a total of 18.500 members distributed in 15 professional profiles.
With the new rules, the Municipality must send a "question" to the Eligibles included in the List of its interest so that they participate in the final selection, with advantages for the Institution that avoids announcing the classic competition open to all with unpredictable results in terms of participation.
But also for the candidate who remains free to choose whether or not to respond to the call, depending on his preferences in terms of proximity or otherwise. In any case, he will maintain his registration in the List for three years and will be deleted only after the permanent hiring.
There are already 76 Entities that have provided the consultation in the first Lists made available starting from last July; the current 350 entities of the associated management can now draw from all the lists. The hiring will be finalized in five weeks after the consultation phase. The goal for the entities is to complete the first tranche of hiring by December 31st.
Following the progressive cancellation of eligible candidates hired on a permanent basis, an Update Notice will be issued by the end of the year to include new eligible candidates in the 15 active profiles and the lists, thus updated, will also be made available to subsequent participating institutions.
Furthermore, a large selection process will also be announced for new professional profiles, covering 95% of the profiles identified for the ordinary and emerging needs of local authorities and which will give the possibility of using the procedure also to municipalities that join later.
This competitive procedure is also fully in line with the recently approved competition reform, incorporating all the innovations introduced in the 1994 Consolidated Law, without however re-proposing the critical issues of the national "single competitions", which are inadequate to fill the gaps in the PA, with the majority of candidates having deserted the tests or refused to take up service.
Giorgio Albertino, mayor of Carignano, leader of the agreement for joint management, clarifies this:
"Unlike national competitions, this method allows the Municipalities to directly involve the group of candidates deemed suitable in each territory. Once the Lists have been constituted, in fact, through the consultation by the individual Entity, the competitive selection will take place only among the people already included in the list who declare themselves available and are truly interested in working at that Entity without the risk of continuous requests for mobility to get closer to home".
Francesco Pinto, general secretary of ASMEL adds:
"In local authorities, staff is at an all-time low and mostly elderly. We have taken advantage of the new opportunities launched by the Draghi Government with a procedure in line with the concrete needs of the Municipalities. The associated management of municipal services represents ASMEL's strong point, thanks to which it has already reached a membership base of 4000 Municipalities throughout Italy.
This is the way to achieve economies of scale and simplification of procedures, enhancing the autonomy of the Institutions, in contrast with the attempts at mergers pursued in vain, since 2010, by Governments of all colors".
