How the citizen's income will work from 2023
Citizenship income only for the elderly, those unable to work and those with dependent minors. Everyone else will have to give it up. So, from January there will no longer be any credit on the yellow card of current beneficiaries? It doesn't seem like things will go that way. The group subject to the restriction - as reported by InvestireOggi - is that composed of people aged between 18 and 59.
For them, the subsidy will be paid for 18 consecutive months. After that, there will be a 6-month suspension, during which the beneficiaries will have to attend professional training courses. After the six-month period, the citizen's income will be credited again for another 12 months, but with a décalage. In simple terms, the amount will be reduced from month to month or different timing.
After this year, the subsidy will no longer be due (for life?). In total, therefore, it will concern a person up to 36 months, of which 30 of actual disbursement. It remains to be seen whether other members of the same family unit can subsequently apply for it or whether the residence criterion will be valid and up to what period from the application.
Finally, the subsidy should be withdrawn after the first unjustified refusal of a “suitable” job offer. To date, a job no more than 80 km from the beneficiary's residence and in line with the experience gained by the beneficiary is considered as such. Furthermore, the salary must not be less than the amount of the subsidy increased by 10%.
According to INPS numbers, 65% of people who benefit from the subsidy are not employable. And 70% have a maximum education qualification of eighth grade.
The most likely hypothesis is that we are heading towards a decisive cut of a couple of billion euros. Perhaps the most important aspect consists not so much in the immediate abolition of the subsidy, which will not happen, but in the now almost certain prospect that the citizen's income can no longer be collected for life.
This will encourage current recipients to find a job without even relying too much on the support of public offices. Also because the navigators are no longer there and the Employment Centers have never worked and will never be of any use.
