When we talk about Bollo auto we mean a regional car tax that all owners of insured vehicles are required to pay to the public administration. Ownership of the car is expressed through registration in the PRA (Public Automobile Registry), the registration of which is the responsibility of the new owner (whether it is a new or used car) who must do it within 60 days of signing the purchase contract.
The payment of the stamp duty is annual and is linked to ownership, even if the vehicle is not actually used, differently from what happens for mopeds and light quadricycles that are exempt from payment in case of non-use. According to the current legislation, the payment of the car tax for newly registered cars must be made within 30 days.
Car tax calculation
To calculate the amount of the car tax payment, the user can consult the Aci website (no longer on the Revenue Agency portal) and determine through the online calculation tool how much is due to the Public Administration.
The tax is calculated based on some parameters that are established by Region. Generally speaking, the power of the vehicle and its polluting impact on the environment are taken into account. The power of the vehicle is expressed in horsepower or kW.
There are some categories of vehicles that are exempt or partially exempt from paying the car tax. Also in this case, you need to refer to the individual Regions to identify these subjects. In the case of cars powered solely by an electric motor, the exemption lasts 5 years from registration, in some Regions this provision is permanent. Another category of vehicles that can enjoy a temporary exemption are vehicles defined as low-polluting such as those powered by LPG, methane, hybrid, hydrogen and, as mentioned, electric.
The same goes for cars that belong to the category of historic cars (20 or 30 years) or of collector interest. In this case, possession is not sufficient to establish the payment but it is necessary to verify the use on the road, paying a flat rate, the so-called reduced tax.
Disabled people who fall into the four established categories are completely exempt from paying the car tax for only one vehicle which, however, must be compliant with the disability and have an engine no larger than 2000 cubic centimetres for petrol, 2800 cc for diesel.
How to pay car tax
Once you have established how much to pay for the car tax, you can proceed to pay the tax through various methods. The car owner can in fact go to the post offices, to the ACI, to an agency specialized in car paperwork, to the banks through the home banking service (allowed only to banks that have the CBill service active), to tobacconists with Lottomatica's IT service and, for some Regions, also online.
To speed up the payment process, the State has made available since 2019 the electronic payment service called PagoPa, through which taxes and payments to the Public Administration can be paid, including car tax of course.
Furthermore, to further simplify the process, car tax payment app, usable from both computers and mobile devices, with which the user can pay the amount due in a few seconds, also having a personal account to keep track of payments made, deadlines and notices. In the event of non-payment, forced collection can be carried out, applying sanctions and interest. If the owner of the vehicle is in arrears for a period of at least 3 years, the possibility of cancellation of the vehicle is not excluded.
