The time clock cheaters in the municipality of Aversa were discovered: one ended up under house arrest and 12 others were banned from residing.
The investigation directed by the Public Prosecutor's Office of Naples North was carried out - by personnel of the Pronto Impiego Company of the Guardia di Finanza of Aversa - thanks to which a precautionary custody order was signed which orders the house arrest of RP and the prohibition of residence in the Norman capital for another twelve individuals, all employees of the Municipality of Aversa.
All investigated, to varying degrees, for the crimes of false attestation of presence at work (the so-called “Brunetta Law”) and aggravated fraud against the Public Entity.
The measure also provides for the precautionary seizure of the equivalent of the profits from the fraud crime against RP, equal to approximately 9.100 euros.
The investigations that allowed the criminal facts to emerge and which concern the whole year 2022 were also carried out through the use of cameras installed near the time recording machines, located at the Town Hall and thanks to specific observation and shadowing services.
The employee placed under house arrest began work at 10 in the morning
It is precisely the latter that have highlighted the fraudulent behaviour of RP who, during the period under investigation, used to start work at ten in the morning, fraudulently justifying his absence from the office with non-existent services to be carried out outside, on behalf of the Municipality, altering the automatic attendance recording system.
The other suspects, however, exchanged the "courtesy" of clocking in, thus falsely and improperly certifying their presence inside the municipal offices.
The examination of the pay slips and the attendance records confirmed without any doubt the evidentiary framework against the suspects, allowing to reconstruct the exact amount of the illicit profits made with the described fraudulent conduct.
