Avellino – The Campania Regional Guarantor for people subjected to restrictive measures of personal freedom, Samuele Donut, presented this morning, at the Avellino Press Club, an alarming annual report on the conditions of prisons, Psychiatric Diagnosis and Treatment Services (SPDC) and Residences for the Execution of Security Measures (REMS) in Campania.
The report, the result of collaboration with the Regional Observatory on the conditions of people deprived of personal liberty, also focused its attention on the data and specific problems that emerged in the province of Avellino.
The aim is to provide a detailed picture of the living conditions of inmates in Avellino penitentiary institutions and in mental health facilities, opening a constructive debate to improve the situation of justice and health workers.
Guarantor Ciambriello did not mince his words in denouncing a serious lack of attention from politics and civil society towards the prison system. “The deafening silence of politics and civil society on prison is striking,” Ciambriello forcefully stated. “We have the duty to observe the Constitution which indicates essential rules on detention in prison.”
One of the key points raised in the report is the dramatic problem of overcrowding, which also makes “the working conditions of prison staff unacceptable”.
Ciambriello also highlighted the persistent critical issues in the health care system within Avellino's penal institutions, despite the fact that this responsibility has now been transferred to the National Health Service for fifteen years.
“The prisons of Avellino are not free from critical aspects that in fact do not allow the implementation of an efficient system of health protection”, underlined the Guarantor, highlighting the serious repercussions on the health and dignity of the inmates.
The presentation of the report in Avellino represents a strong alarm signal on the need for urgent and concrete interventions to address the critical issues of the Campania penitentiary system and guarantee respect for the fundamental rights of people deprived of personal liberty.
The Guarantor Ciambriello hopes that his complaint can shake consciences and trigger a change of direction by the institutions and civil society.
