Castellammare, the secret register of decisions that "nourished" the clans

By sifting through the two-year period 2024-2025 and analyzing in detail the accounting attachments in Chapters 7.1, 7.2 and 7.3 of the Access Commission Report, a frightening and mathematically precise map emerges.

A myriad of Management Decisions—approved without any publication on the transparency portal and without prior market consultation—allowed a total sum of nearly €1,2 million to be channeled to a handful of companies linked to the D'Alessandro and Cesarano clans, surgically disbursed through micro-lots positioned just below the €40.000 threshold.

Summer Business: The Pozzano-Arenile Public Beach and the "Ghost" Contract

The most emblematic and insidious case encountered by the Interior Ministry's 007 agents concerns the management of the public beach along the Via Garibaldi coastline and in the popular Pozzano area. In the summer of 2024, and again in June 2025, the Public Works and State Property Department awarded the contract for the "Service of setting up, cleaning, and discounted rental of umbrellas and deckchairs on public municipal beaches."

Rather than launch a single open European tender for the multi-year management of the beach, the management split the summer concession into three separate territorial lots worth €39.200, €38.800, and €39.500.

All three lots were awarded to a single network of companies de facto linked to Stabia Services & Beach srl and the La Stabiese Mare cooperative, formally registered under front men with no prior experience, but in reality controlled by members closely linked to the D'Alessandro family of Scanzano.

The accounting mechanism of the split made it possible to bypass the acquisition of the anti-mafia certificate of release and the verification of registration on the prefect's White List.

The illegal privatization of state property and the extortion of bathers

The sub-threshold contract has thus turned into a frightening license for extortion, authorized at the citizens' expense. The beaches, which according to the specifications should have remained completely free to access—with the sole option for residents to rent equipment at controlled prices—have been effectively privatized by Camorra firms.

Beachgoers who attempted to set up their umbrellas were physically threatened and chased away by the clan's guards. And while residents paid the "deckchair protection tax," the Municipality of Castellammare promptly paid the clan's company the bills for beach cleaning and maintenance services, without conducting any on-site inspections to verify that the services were actually being performed.

DETAILED LIST AND ACCOUNTING TABLE OF CONTRACTS BELOW THE THRESHOLD

The analysis conducted by the Guardia di Finanza's accounting inspectors summarized the entire amount of suspicious direct contracts granted over a fourteen-month period. The analysis reveals the surgical breakdown of municipal expenditures:

Drainhole surgery and the “maintenance monopoly”

As the accounting table demonstrates, the same surgical technique was applied to urban maintenance and road repairs in the most crime-ridden neighborhoods. Twin resolutions DET-0345 and DET-0346, signed on the same day (March 3, 2025) by the same manager, allocated a whopping €77.600 to the Edil Costruzioni Vesuviana company for cleaning manholes in Scanzano and repairing sidewalks in Ponte Persica.

By dividing the project into two separate contracts worth €38.500 and €39.100, the Technical Office avoided issuing a negotiated tender with at least five companies, instead awarding the work to a company linked to a Cesarano clan frontman.

In the recordings made by the DDA's bugs, the maintenance office's training officer explained to a colleague how to "fix" the procedures so as not to attract the suspicions of the supervisory bodies:

Wiretapping in Municipal Offices:

Official A: “If we make a single determination for eighty thousand euros, we have to go to MEPA and invite five companies… And what if a company from outside comes and wins the tender?”

Official B: "And you make two! One for Scanzano and one for Ponte Persica. Suppose they're two separate emergency interventions and you make the direct assignment below the threshold at thirty-eight and thirty-nine. That way we decide who to give them to and no one comes to bother us!"

The surrender of transparency and the intervention of the Extraordinary Commission

The financial framework reconstructed in Chapter 7.3 concludes with an indisputable verdict: the systematic use of direct awards and the fraudulent splitting of public contracts did not represent a management exception, but a true parallel "organizational model."

A model designed to fuel the coffers of Camorra businesses and secure electoral support in the area. The self-mandated annulment of all sub-threshold resolutions and the immediate freeze on state-owned concessions on the Via Garibaldi beach are the first and most urgent measures adopted by the Extraordinary Commission established at Palazzo Farnese, in a desperate attempt to restore the sea, legality, and public funds to the citizens of Castellammare.
