Campi Flegrei Decree: Up to 30 euros for minor damages: half of the evacuees will be able to return.

Pozzuoli – A one-time grant of up to €30 for homes that have suffered minor damage. This is the key measure approved by the steering committee meeting yesterday at the prefecture to amend the Campi Flegrei decree, following the July 31 earthquake that exacerbated the housing crisis in the Phlegraean Fields area.

The goal is to allow nearly half of the displaced families to return to their homes. "A rapid operation can be carried out to repatriate a large number of people," explained Regional President Roberto Fico, sitting at a table with Prefect Michele Di Bari, the committees, and the mayors of Naples, Pozzuoli, Bacoli, and Monte di Procida.

The government has already allocated the first €100 million in the August 7 decree, now awaiting conversion into law. The agreed-upon amendments could be implemented during the parliamentary process, including a solution to the issue of building violations that currently impede access to state funds. "If a house is unconventional, the state won't give you money," Fico emphasized. The proposal is a tweak to the decree to allow private individuals to obtain funds even in the presence of certain building violations.

Fico is returning from Monday's meeting in Rome with Civil Protection Minister Nello Sussumerci. "The atmosphere was good," he commented, implying a government opening. But the real issue lies in the legal instrument: the Region is seeking a special law for the Phlegraean Fields and disagrees with the state of emergency requested by the government.

"Bradyseism is a structural condition that cannot be resolved with a decree after every earthquake," is the position shared by the municipalities. This stance will now have to contend with the timing of the decree's conversion and the pressure from a region demanding immediate responses.
