Campi Flegrei, the Regional Council says no to the state of emergency: yes to strengthening the decree.

The Campania Regional Council has approved by majority vote the center-left resolution on the Phlegraean Fields, while rejecting the center-right minority's document calling on the regional president, Roberto Fico, to formally request the government to declare a state of emergency.

The decision came at the end of a single-issue session dedicated to the earthquake of July 31, 2026, in the Phlegraean Fields area, convened at the opposition's request and chaired by Massimiliano Manfredi. The majority voted for its own text, while the minority groups voted against it.

Requests to the Government regarding the decree law

The approved resolution commits the President of the Regional Council to intervene in the conversion phase of Legislative Decree 144 of August 7, 2026, asking the Government to amend and strengthen its measures.

Among the priorities identified by the Regional Council is the reintroduction of the suspension of taxes, mortgages, and financing for citizens, professionals, and businesses affected by the earthquake. The document also calls for extending the suspension of installment payments to local authorities affected by the effects of the bradyseismic emergency.

The majority also calls for raising the ceiling on contributions to affected economic and productive activities, along with the establishment of a guarantee fund to facilitate access to credit.

Building non-conformities and safety contributions

Another key point concerns private buildings. The resolution calls for special, limited, and non-generalized regulations to address non-structural building irregularities, exclusively for the purposes of accessing grants and carrying out seismic safety upgrades.

The goal is to prevent irregularities that do not affect the stability of the buildings from impeding or slowing down work deemed necessary to protect families living in the Campi Flegrei area.

Aid to displaced persons and personnel in municipalities

The approved document also calls for rental support for displaced persons who are not fully covered by the independent housing grant. The resolution also calls on the Government to increase the allocated resources if the allocations are insufficient to cover all eligible applications.

Regarding local authorities, the Regional Council calls for increased staffing and essential services in the affected municipalities. Specifically, it highlights the need to stabilize the extraordinary staff hired by the administrations pursuant to Article 6 of Legislative Decree 140 of 2023, considering the multi-year nature of the bradyseismic crisis.

Permanent table and state of emergency postponed

The majority also proposes a shared package of amendments to Legislative Decree 144/2026, to be developed with the involvement of Campania parliamentarians and the majority council groups.

Also planned is the establishment, or strengthening if already in place, of a permanent committee between the Campania Region, the Department of Civil Protection, and the municipalities of Pozzuoli, Bacoli, Naples, and Monte di Procida. This committee will monitor the implementation of the measures and verify the effective use of the allocated resources.

A state of emergency, therefore, is not ruled out but postponed. The resolution establishes that, after the legislative decree has been converted, the Region may evaluate the request for additional extraordinary measures, including the possible declaration of a state of emergency, if national measures prove manifestly insufficient to guarantee the safety of the affected populations.

The center-right's rejected proposal

The center-right's resolution calling on Roberto Fico to immediately approach the national government to declare a state of emergency was rejected.

The majority has chosen a different approach: first attempt to expand and amend the decree law being converted into law, then verify the concrete effectiveness of the measures and resources. At the same time, the Regional Council is calling for the introduction of special legislation for the Phlegraean Fields, with a comprehensive plan dedicated to prevention, adaptation, safety, protection of the built and environmental heritage, support for the productive fabric, and safeguarding social cohesion.
