The Council of Ministers has approved the reform of the CSM and the judicial system with the provisions on the stop to revolving doors.
Unanimous approval for the package of adjustments developed by Minister Marta Cartabia to the reform of the CSM. Absent was the Minister of Italia Viva Elena Bonetti, busy at Expo Dubai.
“It was a very rich and shared discussion, thanks also to the numerous interactions with the parties and Minister Cartabia and Undersecretary Garofoli”, said Prime Minister Mario Draghi at a press conference.
Draghi also answered some questions about his and the government's future.
“The government's duty is to continue and address important challenges for Italians, which are the immediate one of high energy costs, the less immediate but worrying one of inflation, which is attacking workers' purchasing power and eroding, even if it is not visible for now, the competitiveness of companies, then there is the exit from the pandemic and then the PNRR which is going very well”.
“The government team is efficient and moves forward”. It's still: “I rule it out. I have seen that many politicians are nominating me for many positions around the world, showing great concern, but I would like to reassure them that if I decide to work, I will find a job on my own…”, he responded to those who asked him if his future included a role as a unifier of the center.
“There was sharing of the reform and delimitation of the areas with differences of opinion and commitment to work with the group leaders to have absolute priority in parliament before the election of the new CSM”.
"There are differences of opinion that have remained. It was possible to modify the text very marginally, but there is a collective commitment to overcome them and to achieve this result in time for the election of the next council."
During the Council of Ministers, Draghi said, “there was this awareness of the need for full involvement of the political forces. So no attempts to impose confidence. It is a measure of such magnitude that it requires this openness”. The prime minister added that there was a commitment “from all ministers to support this reform with their parties”.
“The reform of the judicial system and of the CSM was unavoidable due to the expiry of the Council currently in office in July, but also to accompany the judiciary on a path to recovering full trust and credibility”. Justice Minister Marta Cartabia said this at a press conference at Palazzo Chigi.
“What was approved by the Council of Ministers today regarding the reform of Justice is only a starting point,” said Senator Giulia Bongiorno, head of the Justice Department of the League. “The text will have to be improved in Parliament, as assured by Prime Minister Mario Draghi, but a radical change will only be possible thanks to the referendums.”
"The reform of the CSM brought to the Council of Ministers returns to the text of former Minister Bonafede and contains that fundamental principle that we have always supported: the 'stop' to the revolving doors between politics and the judiciary without exceptions. We will examine the text in Parliament, with the hope of definitively approving it before the renewal of the positions at the CSM, but in the meantime we can say we are satisfied". These are sources from the 5 Star Movement at the end of the Council of Ministers that approved the reform of the self-governing body of the judiciary.
