Last May, the Caserta Municipal Police discovered other cases of criminally relevant conduct involving the use of color photocopies of invalid permits intended to mislead.
The first case was discovered in via Unità Italiana, where a Nissan Juke was parked in the paid parking areas, displaying a laminated color photocopy of a disabled permit issued by this Command in 2019. The car was rented. After minutes of observation, it was possible to intervene when the offender, also the user of the vehicle, aged 55 and resident in Marcianise, entered the vehicle. The investigations revealed that the permit had been issued to an elderly woman and the man was unable to provide plausible explanations for the possession of the permit. He was reported to the Judicial Authority for material forgery committed by a private individual, attempted fraud and resisting a public official.
The second case was discovered in Piazza Vanvitelli, where a VW Tiguan was parked on the sidewalk, displaying a laminated color photocopy of a disabled permit issued by this Command in 2019. The car was registered to a 51-year-old citizen of Caserta. While the vehicle was being removed, the offender arrived and was charged with using a false document with the concurrent criminal seizure of the disabled permit registered to his father. He was reported to the Judicial Authority for material forgery committed by a private individual. The seizure was validated.
The third case was discovered in via C. Battisti, where a Seat Altea was parked in the parking areas reserved for residents, displaying a color photocopy of a disabled permit issued by this Command in 2021, among other things, altering the expiration date of a permit issued to his deceased wife. The car was owned by a 71-year-old citizen of Caserta. When the owner arrived on site, the use of a false document was contested, with the concurrent criminal seizure of the disabled permit. He was reported to the Judicial Authority for material forgery committed by a private individual.
In all the episodes, only experience, cross-checks and verification of anti-counterfeiting systems in use at the Command allowed us to ascertain the falsification, certainly capable of misleading.
In a few months the Municipal Police discovered other similar, certainly deplorable, incidents, including the case of the bank employee who used his deceased mother's permit.
Or other criminally relevant conduct such as the case of someone who used a color photocopy of a disabled permit to park in spaces reserved for police vehicles and the case of someone who used a color photocopy to park in resident spaces and take advantage of the concessions for both cars they owned.
Once again we come across the deplorable behavior of road users who, taking advantage of the possession of disabled permits legitimately issued to the holders, park anywhere without paying a cent and above all taking away spaces from those who actually have a reduced ability to walk, parking in spaces reserved for disabled people, in spaces reserved for residents, in spaces reserved for vehicle categories, in the so-called blue lines and on the sidewalks to avoid forced removal.

Please remember that the use of the disabled permit is governed by Article 188 of the Highway Code and its implementing regulation and always requires that the permit holder be on board the vehicle displaying the permit as a personal authorization title.
