It was the general practitioner Vincenzo Cerciello who headed the organization of the fraud to the national health system discovered by Guardia di Finanza a Pomigliano and which led to the issuing of 17 precautionary measures by the Court of Nola.
Starting from the movements of the Dr. Vincenzo Cerciello that the Guardia di Finanza investigation was born.
In the 435 pages signed by the investigating judge Daniela Critelli the entire fraudulent system is represented which involved the majority of the pharmacies in Pomigliano, including a municipal one, some doctors, scientific informants and two analysis laboratories.
In total there are 23 people under investigation, all accused to varying degrees, for aggravated fraud against the National Health Service, ideological falsehood committed by a public official in certified, corruption and criminal association.
The measure is the epilogue of complex investigations that have allowed us to hypothesize the operation of two distinct criminal associations rooted in the territory of the municipality of Pomigliano.
It is assumed that the associations were functional to the commission of an undetermined series of frauds against the NHS through the production of false prescriptions for pharmaceutical products or clinical laboratory analyses.
In particular, according to the investigative hypothesis - currently shared by the Preliminary Investigations Judge of Nola - the first association would have operated by issuing prescriptions having as their object false prescriptions of a pharmacological nature in favor of subjects exempt from paying the health ticket, in order to ensure the free availability of the drugs, which - however - would not have been dispensed to the formal beneficiaries, thus determining the undue reimbursement of the cost of the products to be paid by the NHS, with a corresponding damage for the coffers of the territorially competent ASL.
