The Port State Control unit of the Port Authority of Naples has issued two administrative detention orders for a container ship flying the Liberian flag and for a bulk carrier flying the Bahamian flag, both docked in the port of Naples for commercial operations.
Numerous deficiencies were found on board the two vessels, some of which were particularly serious, regarding both structural aspects and living conditions on board. The deficiencies concern navigation safety, compliance with EU regulations on ship disposal, anti-pollution and working conditions on board.
Although the vessels have completed commercial unloading operations, they have been prevented from departing from the Port of Naples until a further verification inspection to ensure that the deficiencies found have been rectified. With this intervention, the number of vessels stopped in the Port of Naples since the beginning of the year has risen to three.
This period has seen an increase in the inspection efforts of the Port State Control unit, with a particular focus on ships that represent a risk to the safety of navigation, the marine environment and the living conditions of seafaring personnel. The General Command of the Port Authorities has placed emphasis on combating the phenomenon of “sub-standard” ships, which, in violation of international conventions, put maritime and environmental safety at risk.
