Naples. "The law prohibiting construction in the Phlegraean Fields finally reaches the committee, but what's surprising is that the council's proposal completely ignores the precedents I presented, both in the previous legislature and this one.

I have already introduced a bill banning new construction in the Campi Flegrei red zone, a common-sense measure similar to that proposed for Vesuvius . However, the Regional Council has chosen to ignore my proposal and, only under pressure from the government and Musumeci's guidance, has decided to advance a similar bill, but one with vague and inadequate outlines.

The current proposal, which I will discuss tomorrow in the Commission with two amendments, is limited in the size of the area considered. The red zone, according to Civil Protection data, includes numerous municipalities that were excluded from the proposal of the Council, making the area of ​​application of the measure almost insignificant.

Even more problematic is the fact that the proposed law allows the demolition and reconstruction of buildings without setting limits, allowing rebuilding in both the red and yellow zones. My amendments aim to correct these critical issues to ensure greater safety and consistency in the management of volcanic risk.

What today seems like a proposal made to respond to national directives – continues Muscarà – is, in reality, a weak and late response, a law that resembles the well-known saying: 'the elephant gave birth to a mouse'. Tomorrow, in the Commission, I will fight to modify this law and make it truly effective for the protection of our communities" – concluded Councilor Muscarà.
