Vico Equense – An entire real estate area worth over 1,3 million euros was seized this morning in Vico Equense, in the Marina di Seiano area, by order of the Torre Annunziata Public Prosecutor's Office.

The measure was carried out by the Guardia di Finanza and concerns a building complex which, according to the prosecution, was the subject of heavy illegal urban transformations which would have distorted the territory with an environmental impact defined as "devastating".
Three people are being investigated for illegal subdivision, works without landscape authorization and ideological falsity in a public deed. These are individuals linked to the ownership and management of the property, which has changed its purpose several times over time: from a well-known restaurant-pizzeria - first "Antica Pagliarella", then "Ritrovo degli Amici" - to a hotel and finally to a supermarket.
The accusation: illegal subdivision and transformation of the territory
According to the investigations conducted by the Guardia di Finanza Company of Castellammare di Stabia, with the support of technical consultancy ordered by the Public Prosecutor's Office, a real building organism completely different from the original one was built on the site of Via Cristoforo Colombo n. 3 without the necessary permits.
A set of buildings, extensions and new constructions built in total violation of urban planning, landscape and environmental regulations.
The area, classified as a second-level environmental protection zone, partially falling within high hydrogeological risk zones (P4-R4), is subject to severe urban planning restrictions. Yet - investigators highlight - multi-story buildings, structures used for housing, catering and craft activities, unauthorized extensions and even an underground parking lot of over 1.200 square meters were built, all in the absence of the authorizations required by law.
The amnesty never granted and the authorizations “contra legem”
Many of the illegal works had been the subject of requests for building amnesty, which never came to fruition. In some cases, there was a silent rejection by the Superintendency, in others the inadmissibility due to failure to integrate documentation within the expected timeframes.
Despite this, in 2020 the Municipality issued landscape authorizations and building permits in regularization, deemed illegitimate by the Prosecutor's Office, because they conflicted with landscape constraints and regional regulations.
Among the "remediated" works, also the demolition and reconstruction of the restaurant original and the construction of a 1.250 square meter underground garage, which was supposed to serve as a pertinent garage. Subsequently, in 2023, a SCIA was presented for the change of intended use of the entire property: from restaurant to supermarket with refreshment point and parking.
Emergency seizure to stop work in progress
The intervention of the Public Prosecutor's Office - with an emergency seizure order - was necessary to prevent the alleged crimes from worsening with the completion of the works, which at the time of the raid were still in progress.
At the center of the investigation is the company Redimo Srl, the current owner of the building, but also the responsibilities of those who designed, built and authorized works in an area subject to stringent constraints, violating - according to the investigators - several provisions of the Consolidated Law on Construction, the Code of Cultural Heritage and Landscape, and the Penal Code.
The investigation, coordinated by prosecutor Federica D'Amodio and deputy prosecutor Antonio Barba, is intended to shed light on an emblematic case of irregular building in an area with a strong tourist and naturalistic vocation, where the rules seem to have been circumvented for years, under the eyes - and sometimes with the approval - of the competent authorities.
