At the opening of the Forza Italia regional congress, a formal formal notice signed by parliamentarians, regional councilors, and Campania leaders challenging the regularity of the congressional procedure was filed. The document was delivered to the president of the assembly, Alberto Cirio, with a request that it be read in full at the Assembly, included in the records, and attached to the minutes.
The signatories include MPs Pino Bicchielli and Annarita Patriarca, Senator Raffaele De Rosa, and regional councilor Livio Petitto, as well as numerous other party members.
The signatories also announce that they will appeal to the National Board of Arbitration to annul the convocation and the entire congressional process, including the electoral operations, the proclamation of the elected representatives, and subsequent acts.
"We formally warn the Congress Presidency and the competent Party bodies against proceeding with the congressional operations and the proclamation of the elected representatives without rigorous verification of the number of eligible voters, the required quorum, and all deposited signatures," the document reads.
The dissidents are targeting the incomplete convocation, the delayed access to the membership lists, the membership requirements, the determination of the 15% quorum in each province, and the methods for collecting and verifying signatures.
"It is essential to fully and transparently verify the identity of the actual signatories, the authenticity and uniqueness of the signatures, their correspondence with the entitled parties, and the methods by which identification documents and personal data were acquired and stored," the signatories state, also requesting the full preservation of all paper and electronic documentation relating to the procedure.
The protest could now also shift to the judicial and administrative level. "In the absence of responses," they add, "we will proceed not only before the Party's supervisory bodies, but also in any other competent judicial and administrative court. We will not stop our initiative until full clarity is shed on the legality of the procedure and the actual origin and validity of the signatures."
Finally, the Blue Party representatives announced that they will not participate in the congress proceedings. "Our absence is a responsible and consistent choice and cannot be interpreted as acquiescence or acceptance of the consequences of the proceedings. We cannot contribute to legitimizing a procedure whose validity we will formally submit to the National Board of Arbitrators and, if necessary, to other competent authorities."
