NAPLES – The Campania Regional Council has approved seven extraordinary measures totaling €7.1 million for the Phlegraean Fields. The funds are part of the Seismic Emergency Plan and come just over a month after the July 31 earthquake swarm, when a magnitude 4.7 earthquake struck the Phlegraean Fields area, causing injuries and forcing hundreds of people to flee their homes.
The package is not a single transfer, but a set of sectoral interventions: support for the most vulnerable, healthcare, school mobility, maritime connections, the port of Pozzuoli, and safety measures in the Astroni Nature Reserve. In parallel, in implementation of Regional Law 11 of August 28, 2026, €2,1 million will be allocated to the municipalities of Pozzuoli, Bacoli, Monte di Procida, and Naples.
"The priority is to provide concrete, rapid, and sustained responses to the communities of Campi Flegrei," said President Roberto Fico. "We are working for the most vulnerable citizens, for healthcare, mobility services, connections, and security. This set of interventions can be strengthened based on emerging needs."
One million for social services, 500 thousand for students
The first chapter, worth €1 million, strengthens social services for those in need: psychological support, emergency transportation, and home care. The funds come from the regional budget and the 2021-2027 ESF+ Program. €500 is earmarked for schools and universities, entirely funded by the regional budget.
The goal is to ensure attendance with free public transportation, regardless of residency or income. The measure comes just before the resumption of classes, in an area still affected by restrictions on movement and transportation.
Sea and port: 150 thousand euros for routes, 1,5 million for the port
In order not to interrupt trade flows and connections with Ischia and Procida, the Region is allocating 150 thousand euros for a temporary and experimental strengthening of maritime transport.
The Pozzuoli port remains a critical point: accessibility has been reduced since the earthquake. The project may include additional services and reorganization of existing services. The port will receive €1,5 million from the 2000-2020 Strategic Plan (PSC). This funding will be used to make the vehicular and pedestrian access, transit, and connection routes to the docks fully accessible, taking into account the evolution of bradyseism.
Astroni and healthcare: consolidation of the hillside and mobile emergency room
Regarding territorial safety, an extraordinary consolidation project is planned in the Astroni Reserve, on the slope of the crater. The cost is €1 million, again from the 2000-2020 PSC. The largest item is healthcare: €1.95 million (POC/Pr FSE+ 2021-2027) to the ASL Napoli 2 Nord to strengthen emergency, territorial, and local assistance.
The plan includes upgrading the Pozzuoli Emergency Department, adding mobile triage facilities and an Advanced Medical Post, providing equipment and mobile diagnostics, strengthening home care, and, if necessary, deploying intermediate facilities.
Cas advance and first tranche to the four municipalities
The €7,1 million package concludes with an advance of €1 million to the Municipality of Pozzuoli for the independent housing grant. This measure is consistent with Council Resolution No. 425 of August 3, 2026, and applies to those who submitted applications after August 8 and up to the thirtieth day following the entry into force of Legislative Decree 144/2026, remaining outside the current scope of Article 12. Separately, the Council has approved the disbursement of €2,1 million, equal to 30 percent of the €7 million allocated by Regional Law No. 11. The fixed amount is €525 each for Pozzuoli, Bacoli, Monte di Procida, and Naples.
The remaining 70 percent, according to the law, will be distributed in proportion to the number of displaced persons. The Framework: Following the national decree of August 7 and the regional law of late August, Palazzo Santa Lucia is adding operational measures to daily services: housing, healthcare, schools, the sea, and the territory. Fico emphasized that the Region will remain "at the citizens' side, with responsibility and a constant presence in the area." The test now is timeliness: the funds have been approved, but the Phlegraean Fields area is still burdened by impassability, limited transport connections, and an emergency that cannot be resolved with a single resolution.
