Caserta. There is a personnel emergency in the Caserta area for the tourism, catering and large-scale retail sectors, with 30-35 percent less than the necessary workforce. In particular, there is a lack of qualified workers, and not only that. And the gap could increase in the summer months.
The alarm was raised by Fipe (Italian Federation of Public Establishments) and Confcommercio Caserta, which ask for tax relief for businesses and new methods of providing the citizen's income to address the problem in the short term. "The Liguria model is good," notes Giuseppe Russo, provincial president of Fipe, "which could also be extended to our region and which provides support in relation to the type of contract, but our proposal goes even further and involves the recipients of the Income.
Companies that hire could in fact integrate the Citizenship Income tool up to the contractual contribution. In this way the recipient would be incentivized to accept the job offer and companies could have the personnel necessary to carry out the activities”.
This last fact is not secondary. In fact, the number of companies forced to close or reduce their working hours due to a lack of manpower is growing. "It is clear that the decontribution on seasonal hiring - clarifies the provincial president of Confcommercio, Lucio Sindaco - would represent a stopgap solution to face the upcoming summer season and should be adopted only for some categories of workers and only for a short period.
At the same time, politics - adds Mayor - should start working on a review of the citizen's income and more generally on a reform of the labor market. In Italy, in fact, there is a lack of an active labor policy, there is a lack of intermediation by employment centers that can match supply and demand, and there is a lack of education for work.
When companies make an offer in compliance with the provisions of collective bargaining, recipients should be forced to accept, under penalty of losing the subsidy. This does not happen. On the contrary. Citizenship income has in fact become an incentive for undeclared and irregular work. With disastrous consequences for everyone" concludes the president of Confcommercio CASERTA.
