"It is paradoxical that on the one hand the Campania Region fights differentiated autonomy, on the other it does nothing - or worse, it encourages - the proliferation of discrimination among patients."
The leaders of Sumai (trade union of Specialists Outpatients) in a note addressed to the President of the Regional Council Vincent DeLuca.
In particular, the national vice president of Sumai, Gabriele Peperoni, and the regional secretary Claudio Ussano, are the ones who endorse the requests coming from the provincial secretaries Arturo Iannaccone, Nunzio Varricchio, Emilio Luigi Scalzone and Daniela Postiglione.
«The General Directorate for Health Protection and Coordination of the Regional Health System – say Peperoni and Ussano – disregards and even invites the Health Authorities of the Region to ignore what is indicated in the Regional Supplementary Agreement.
An unacceptable behavior that in fact leads to violating the company implementation agreements already signed and suspending the process of those about to be signed".
The result of this attitude, the union denounces, determines a clear discrimination and disparity between the various regional health authorities and between those who work there.
The activity of Outpatient Specialists, Veterinarians and other professionals is being called into question, preventing the achievement of fundamental objectives such as the reduction of waiting lists, "moreover, just after the approval by the Chamber of Deputies of the Decree on waiting lists".
Law which now provides, among other things, for the establishment of a national platform for the Agenas waiting lists to monitor the timing of service delivery. Home-based activities, work in disadvantaged areas, and prosthetic and orthotic services are also at risk.
But also, the programs and projects aimed at specific pathologies, the establishment of the specialized territorial functional aggregations, the planning and organization of the health centers to which the AFTs are preparatory and the transmission of information flows.
He also criticizes the situation regarding the software for compiling the Electronic Health Record which «according to indecipherable logic, is different for each Health Authority, effectively hindering the system from allowing a computerized “dialogue” between the different structures, to the point of preventing a health worker working within one structure from having access to the system in use at another Authority».
The Outpatient Specialists are calling for an immediate change of direction on these issues and are ready to declare a state of agitation. "We will not allow the citizens of Campania to suffer the discrimination of a system that, in the same region, creates series A patients and series B patients", conclude Peperoni and Ussano.
