The Caserta Provincial Police identified and seized an area of approximately 12 square meters in the Ballerina district of Capua, where illegal construction work was underway on the Volturno River embankment. Two people were reported at large by the Public Prosecutor's Office. The operation was the result of a targeted enforcement operation, with particular attention to earthmoving activities carried out by local contractors.
The inspections revealed unauthorized modifications to the embankment and the dumping of earthworks without the necessary permits and approvals from the competent authorities. Traces of mechanical equipment, waste, and other evidence of an illegal construction site were found on site. The landowner presented a document purporting to authorize the work, but investigations revealed that the permit referred to a different area.
According to the investigation, coordinated by Colonel Biagio Chiariello, the filling would have expanded the private land towards the banks of the Volturno, altering the condition of the site and potentially the hydraulic safety of a primary waterway. During the operation, a truck carrying material ready for unloading was also stopped and seized along with its cargo.
The alleged violations concern environmental and building regulations, the protection of public river property, and the management of excavated materials. Further investigations will be conducted by the competent authorities.
This operation is part of a broader plan by the Province of Caserta, led by the Environmental Department, for the protection and safety of the Volturno River, with monitoring, maintenance, and redevelopment of the river and surrounding areas. Provincial President Anacleto Colombiano emphasized the importance of environmental monitoring and protection, citing the completion of work in the historic center and the Roman Bridge, and the replacement of floodgates to improve hydraulic safety.
Future initiatives include the recognition of the Volturno River Contract and the establishment of a river police service with vessels to intensify inspections and prevent further environmental crimes. These interventions represent a comprehensive commitment that aims to combine inspections, prevention, maintenance, and environmental protection to ensure the safety and enhancement of the area.
