Piana di Monte Verna. Soldiers belonging to the Formicola Forestry Carabinieri Station, assisted by ARPAC technical personnel from the Caserta Department, carried out an inspection at an oil mill in the municipality of Piana di Monte Verna, ascertaining the following:
• that for the current 2021-2022 olive oil campaign, no Communication has been submitted by the owner of the Company to the Municipality of Piana di Monte Verna (CE) regarding the methods of agronomic use of vegetation water and wet pomace;
• that the vegetation water and the olive washing water are transported, through two separate pipes, to a pre-tank located below the courtyard level and from there, through a pipe, they are conveyed to an underground tank divided by three partitions. At the time of the inspection, the pre-tank was full, with waste water overflowing onto the pavement, while the underground tank was almost full;
• the land beneath the company complex was found to be saturated with oil waste that flowed into an area located beneath the storage tank for vegetation water, so much so that it formed a pool of oil waste consisting of “vegetation water” in a more depressed area. A stream of such vegetation water had formed on the same agricultural land, which by runoff flowed into the land beneath the company complex.
This stream of wastewater had a dark color and a typical odor of olive oil wastewater which, although of modest flow, was continuous and extended for a length of hundreds of meters from the crest of the hill on which the mill is located. Given the impervious nature of the places, it was not possible to determine the final destination of the stream of wastewater, even if it is assumed that it flows, through a system of canals present in the area, into the bed of a stream under such lands.
Given the above, it was clear that the owner of the aforementioned oil mill does not carry out the expected agronomic use of the olive oil waste produced, indeed the identified situation was traced back to an illicit management of non-hazardous special waste, and consequently the preventive seizure of the waste was carried out. the entire oil mill and its appurtenances, with the obligation to provide for the disposal of the vegetation water/oil waste stored in the company tanks in the shortest time possible and the owner of the business was released into custody for illicit disposal of special non-hazardous waste by placing it in surface or underground water in violation of the provisions of the Consolidated Environmental Law.
