Poggiomarino. The municipal elections of September 2020 would have been influenced by the clan of the boss (now collaborator of justice) Rosario Giugliano known as 'o minorenne.
Article Key Points
According to the investigation by the Naples District Anti-Mafia Directorate, the Giugliano Camorra clan, through one of its leading members and in agreement with the suspects, promised to provide money from the awarding of public contracts to influence voting preferences and have Maurizio Falanga elected mayor of Poggiomarino in the elections of 20 and 21 September 2020.
The well-known civil lawyer at the head of a centre-right coalition ((Let's Raise Our Head, Let's Change Together, Fare civico) with Brothers of Italy, Forza Italia and Union of the Centre) was elected with 57,9% of the votes.
The accusations of the repentant boss Rosario Giugliano
Last December the repentant boss Rosary Giugliano (arrested as part of an investigation into drug trafficking between Poggiomarino and Nocera Inferiore) had spoken to the magistrates of the DDA explaining that he had participated in the municipal elections by requesting votes, posting bills and promoting some candidates.
And this morning the mayor of Poggiomarino Maurizio Falanga and the deputy mayor Luigi Belcuore were placed under house arrest, as well as Franco Carillo, the man who according to the prosecutors acted as a 'hinge' between politics and the clans. For a fourth suspect, the investigating judge rejected the request for precautionary measures. The alleged crime is political-mafia electoral exchange.
During the 2020 municipal elections, according to investigators, the clan led by Giugliano worked to have Falanga elected mayor by “disempowering potential candidates” opposing him, merging the votes of his affiliates and imposing “conditions of intimidation and subjugation on the local citizens”.
The role of the entrepreneur Franco Carillo
Franco Carillo, who had also put his sister forward as a candidate, would have acted as liaison officer between politics and the boss Rosario Giugliano, who had just been released from prison at the time of the events, and also as guarantor of the agreements reached, ensuring that, with the victory of the elections in the first round, a share of the contracts for the Camorra and hiring in the companies to which they would have gone, including those for the methane gas supply, the renovation and management of the cemetery.
According to the documents provided by the Carabinieri, Carillo met the boss (who was under probation) several times, according to the judge and the DDA "acting as an emissary on behalf of the mayor Falanga and the deputy Belcuore"
