Green light for ten new urgent interventions for the safety and mitigation of residual risk in Ischia, starting from the activities of restoration of hydraulic functionality and other works connected to the Celario and Puzzillo riverbeds, but also to simplified forms of reporting and increases of up to 50% of the advances paid to support the implementing bodies and the companies involved in the works.
These, in summary, are the new features contained in ordinance no. 15 signed by the commissioner delegated to the emergency in Ischia, Giovanni Legnini, which implements the remodulation of the Plan of interventions of utmost and extreme urgency in Ischia, as approved by the Department of Civil Protection on 20 October. This is a provision that integrates and updates ordinance no. 9 of 10 March 2023, on the basis of a more organic list of interventions, redefined in light of the deviations highlighted compared to the originally planned interventions and a more accurate economic estimate of the new needs that emerged during implementation.
The revised Plan includes ten new interventions, first of all, due to their absolute urgency, the activities to restore the functionality of the Celario riverbed, following the cleaning and debris removal works in progress, the construction of hydraulic underpasses and related road works to cross the riverbeds, always in the Celario area, as well as the temporary works to block the Puzzillo riverbed, aimed at urgently securing and containing the uncontrolled deposit of waste found during the cleaning works. For these three important interventions, the delegated commissioner assumes the role of implementing body and ensures their timely execution.
In addition to these, there are other cleaning and safety interventions in the various municipalities of the island, from Piazza Marina in the Municipality of Casamicciola, to Via Monte Cotto in the Municipality of Barano d'Ischia, from Via Mortola to Forio, to Cava Pontina and the riverbed of Fondolillo di Serrara Fontana, from Via Ca' Mornile in the Municipality of Ischia to Via Pannella in Lacco Ameno. To speed up the reporting and payment times in favor of the implementing bodies and the companies carrying out the works, with the ordinance published today, more streamlined procedures are introduced for the transfer of the allocated resources and the advance payments are increased.
In particular, for completed interventions, the balance of 100% of the expenses incurred can be requested in a single solution, subject to reporting, while for interventions started but not yet concluded the advance payment recognized goes from 30 - 40% to 50% of the expected amount. The same advance payment of 50% can also be recognized to those who have started only the planning activity.
As an alternative to the methods of disbursement and reporting already regulated by Ordinance no. 9, the Implementing Body may opt for a simplified procedure, requesting without any formality, an advance of up to 50% and, once the funds have run out, a subsequent transfer of the remaining 50%, subject to certification under its own responsibility of the correctness and completeness of the obligations required by law and by the commissioner's ordinances, with subsequent random checks by the Commissioner's Structure. The remodeled Plan, which has been implemented with this ordinance, will be followed by a further Plan of approximately 30 new interventions, financed with the resolution of the Council of Ministers of 23 October last and which provides for an allocation of almost 25 million euros, for which the implementation methods and implementing bodies will be defined with an ordinance that will be passed in the coming weeks.
