Gaetano Manfredi, mayor of Naples, is in second place among the most loved mayors in Italy with a 62% approval rating, while Vincenzo De Luca is in fourth place with 60% among governors.

The Governance Poll 2024, the particular ranking on the approval ratings of mayors and governors, was carried out for the twentieth consecutive year by the Noto Sondaggi polling institute for Il Sole 24 Ore.
Here is the ranking: among the mayors in first place is Michele Guerra (Parma, 63%); second place for Gaetano Manfredi (Naples, 62%) while in third place is Michele De Pascale (Ravenna, 61%), in an all-centre-left podium.
Among the regional presidents, Massimiliano Fedriga (Friuli Venezia Giulia, 68%) conquers the first position, overtaking both Stefano Bonaccini (Emilia Romagna, 67%) and Luca Zaia (Veneto, 66%). The leading trio that has characterized the ranking for years is thus confirmed, but once again with inverted placements.
Still regarding mayors, in fourth place are Luigi Brugnaro (Venice), Giuseppe Cassì (Ragusa), Claudio Scajola (Imperia) and Matilde Celentano (Latina).
The most striking data from the twentieth Governance Poll – as stated in a note – is the decline in popularity of most mayors. Only one mayor in four has increased their consensus compared to election day.
Among the mayors, Clemente Mastella is the one who has improved the most with a +6,3%
Among these, the best performance is that of Clement Mastella, Benevento (+6,3%), followed by Jamil Sadegholva of Rimini (+6,2%) and Luigi Brugnaro, Venice (+5,9%). For three out of four mayors, however, a decrease was recorded.
A trend that has not spared the mayors of large metropolitan cities, for example Roberto Gualtieri (Rome) recorded a 15,2% drop compared to the election day, placing himself in second to last position with 45%, tied with Roberto Lagalla from Palermo.
The mayor of Reggio Calabria is also among those penalized by this trend, Giuseppe Falcomatà in fact ranks 77th with 45,5% (-12,9% compared to the result obtained at the polls).
The trend is also decreasing for the mayor of Turin Stefano Lo Russo, 57th with 51,5% (-7.7%) and for the mayor of Bologna Matteo Lepore, who despite placing 37th with 54,5%, loses 7,4%.
Same trend for Marco Bucci (Genoa) who, losing 6,5%, falls to 67th place with 49%. Stable instead Beppe Sala in Milan who reconfirms 57% and conquers 19th position.
Excellent recovery for Vincenzo De Luca after last year's flop
Returning to the governors, in fourth place the couple Vincenzo De Luca (Campania, 60%) and Roberto Occhiuto (Calabria, 60%). For the Campanian De Luca it is a recovery after last year's slump, while for the Calabrian Occhiuto it is a reconfirmation in relation to the trend of recent years.
Another ex aequo in sixth place between Francesco Roberti (Molise) and Donatella Tesei (Umbria), both with 57,5%. Eighth place instead for the President of Sicily Renato Schifani who reaches 57%.
Lombardy's Attilio Fontana consolidates the result obtained on election day and with 55% (+0,3%) is in 9th place. The governor of Lazio Francesco Rocca is declining, losing 6,4% since last year's elections and with 47,5% he is in 11th place.
Among those who have recorded the greatest increase in consensus compared to election day are both Bonaccini (+15,6%), and Schifani himself (+14,9%).

The Governance Poll 2024 took into consideration 80 provincial capitals and the Regions where the direct election rule is in force. The Municipalities and Regions where voting took place in 2024 were not tested, in addition to Liguria where the President has been suspended since last May.
The interviews were conducted between May and July 2024 using mixed systems: Cati, Cawi and the Tempo Reale system created by the Noto Sondaggi polling institute. The sample size in each region was 1.000 subjects and 600 voters in each municipality, disaggregated by gender, age and area of residence.
