Naples, assets worth 4 million euros seized from a manager of the ASL Napoli 1 Centro.
The Economic and Financial Police Unit of the Guardia di Finanza of Naples, at the end of a complex investigative activity coordinated by the Regional Prosecutor's Office of the Court of Auditors, has executed a precautionary seizure order ante causam on real estate and financial assets for approximately 4 million euros against a Manager of the ASL Napoli 1 Centro.
The investigations carried out by the specialists of the Public Expenditure Protection Group through the examination of administrative-accounting documentation, would have revealed that the same would have irregularly favored the awarding of tenders for the supply and purchase of medical material, causing very serious damage to public finances.
The outcome of numerous asset acquisition procedures would, in fact, have been fraudulently diverted in favor of companies attributable in various ways to a Neapolitan entrepreneur, who at the time of the facts was his cohabitant.
Furthermore, the investigations carried out revealed that the Health Authority, citing specious, urgent needs or supposed technical reasons, had frequently resorted to contracts in violation of the laws in force on the matter.
The systematic alteration of administrative procedures aimed at benefiting the partner's companies would have caused damage to the coffers of the National Health Service, quantified at approximately 4 million euros, consisting of the difference between the price ordinarily charged by the manufacturers of the purchased equipment and the price actually paid by the ASL to the intermediary companies, even over 200% of the market value.
The Regional Prosecutor's Office of the Court of Auditors, considering that all the requirements for the configuration of damage to the treasury as well as the related administrative liability of the ASL Manager were present, in order to guarantee compensation for the damage, requested and obtained from the President of the Jurisdictional Section for Campania of the Court of Auditors, the precautionary seizure ante causam, up to the amount of Euro 3.874.248.
The Guardia di Finanza has proceeded to execute the precautionary measure on the movable and immovable assets and financial resources registered in the name of the public official.
