The Angelo Vassallo Foundation presents a Bill to Giuseppe Conte to combat hydrogeological instability
The Bill: Creation of a hydrogeological cartography; Establishment of a National Agency against Building Abuse; Obligation of a Hydrographic Plan for Building Permits.
The calamitous events, increasingly recurrent in the country, which have also hit the Campania region, Cilento and Ischia in particular, have brought to the attention of the nation an alarming awareness and the obligation for politics to intervene , with great urgency, on a problem that has heavily affected the hydrogeological stability of the Italian territory and on the living conditions of man in the places indicated for some time as "seriously at risk" on the maps.
The Foundation, starting from the idea of Angelo Vassallo, transferred and modulated in all the acts of his political life, believes that the territory, the environment of life and action of man must remain outside the scheme of political power.
Our proposal, developed and delivered to President Giuseppe Conte, is divided into several points:
1) Creation of a hydrogeological, seismic and risk cartography, which the State takes care of and updates with its structures, constitutes mandatory documentation for the purposes of any territorial, public and private intervention. The Municipalities and the bodies delegated for each individual subject are required to provide, in the first point of the authorization provision and/or building permit, the obligation of the seismic, hydrogeological prescription, conditioning its validity following sworn technical checks.
2) The State establishes the central National Anti-Unauthorized Construction Agency and arranges for its regional and provincial institution. The Agency has tasks of control, certification and repression of construction activity on the national territory. The Agency is organised, directed and managed by technical personnel, not politically appointed, in an exclusive functional relationship with the Public Prosecutor's Office of territorial jurisdiction, which disposes of it according to law.
"We also ask the State to disclose the scientific information of the Higher Institute for Environmental Protection and Research (ISPRA), which is a public research body. In particular, it is necessary to institutionalize didactic training courses starting from middle schools, on issues related to climate change and hydrogeological instability, as well as the conscious use of the territory and the preservation of the environment in which we live. Stimulating knowledge means imposing conscious development models. Reducing land consumption means reducing the effects of "water bombs", continues the Vassallo Foundation.
“Currently, the current national legislation on the matter is stuck in the national and regional maps, more or less updated. The hydrogeological state for commitment and responsibility at the central level exists, perhaps not updated. The Regions are stuck in the areas of some time ago, dusting them off at every event, while the abuses continue without stopping and without controls. In the amnesties and condonations the obligations are limited to the generic reminder without certified controls both in public and private interventions. The authorization measures have remained in the sphere of political influence and control, with invasion of power on the practices and on the territory”.
"Climate change will lead us to review the environmental hydrographic system. From an urban planning perspective, it is essential to include in the Puc the obligation of the Hydrographic Plan for the issuing of building permits – concludes the Foundation – Only in this way will we stop building speculation."
