The Metropolitan Council of Napoli Today it adopted the 2023 Budget Forecast and other important programming and planning acts, including the 2023-2025 DUP, the Real Estate Disposal and Enhancement Plans, and the Three-Year Public Works Programme.
Among the allocations, 248,5 million euros for schools, 258,2 for transport and roads, 62,2 for the environment. From the Pnrr 202 million for schools and forestry in the three-year period and 350 for the Integrated Urban Plans of homogeneous areas. Among the forecasts, also, 5 million and 300 thousand euros for the Teatro di San Carlo.
An 898 million euro maneuver. Funds for roads, schools, transport, employment, sustainable development and environmental protection. But also culture, tourism and land use planning. With the favorable vote of the majority, the Council adopted, during the session held, the 2023 Budget Forecast accompanied by its annexes, including the Real Estate Disposal and Enhancement Plans, the Three-Year Public Works Program, the Two-Year Purchase Program of Goods and Services 2023-2024 and the update note of the Single Programming Document (DUP) for the three-year period 2023-2025. Own funds, but also PNRR-Next Generation EU funds.
A part of which, in particular those of the Integrated Urban Plans, is added to the 900 million. The important planning document for the 2023 financial year therefore provides for allocations of 248 and a half million euros for schools, of which 56,5 for current expenses and 192 for investment expenses.
Maintenance and infrastructural and technological adaptation of existing buildings, but also significant sums for the construction of new school campuses in various areas of the metropolitan territory.
For transport and the right to mobility, 258,2 million euros have been allocated: among the interventions, 81 million for local public transport, 15 for monitoring the state of conservation of bridges and viaducts and 162 for improving road traffic and the construction of road infrastructures.
Instead, the forecast for sustainable development and protection of the territory and the environment is 62,2 million: in particular, 28,2 million have been allocated for soil protection, 20,6 for environmental protection, enhancement and recovery, 10,8 for waste.
A separate discussion (and funds, considerable) for parks and forestry actions, on which PNRR programs have intervened. Nine and a half million will go to the protection and enhancement of cultural assets and activities, 1,1 for the development of tourism, three and a half for urban planning and land use, 15,3 for employment support measures, 174 million for relations with other territorial and local autonomies and 58,2 for services on behalf of third parties.
Also this year the Metropolitan Authority supports culture as an important axis of the economic development action of the territory. In this direction, for example, in addition to the ordinary contribution to the Teatro San Carlo equal to two million and 325 thousand euros, another three million as an extraordinary contribution have been foreseen, for a total of 5,3 million for the Massimo; 1,4 million for the Mercadante while 300 thousand euros will go to the Trianon – Viviani.
Contributions for other activities, in addition, for 1,3 million. The Budget forecast adopted today includes, net of PUI, approximately 202 million deriving from the contributions of the PNRR, of which 97 for the year 2023, 77 for the year 2024 and, finally, 28 for 2025. Of these, in particular, 170 million went to finance proposals of the Metropolitan City for schools while 25 those for forestation, with the planting of 785 thousand trees whose call for proposals expires next July 10.
“We will use well – said the metropolitan mayor Gaetano Manfredi – all the PNRR funds to make a leap forward for the entire territory, starting, for example, with the modernization of the metropolitan school network, in order to make it as close as possible to European standards”.
As for the PUI, moreover, the European Union has approved all the projects presented by the Metropolitan City for the homogeneous areas into which it is divided, for a total of 350 million that move parallel to the 900 million budget maneuver adopted today.
The assignment of the works is expected by 31 July, while at least 30% of the works must be completed by 2024 September 30. “A goal – Manfredi underlined – that we must achieve by making every necessary effort.
This is therefore an important maneuver, with significant resources for what we consider to be the strategic assets of the Metropolitan Authority, such as schools, roads, the environment, ecological and digital transition, but also for culture, with resources for the assets of the Authority which are of absolute importance as well as for the major cultural institutions, such as the San Carlo and other financed theaters, which exert enormous appeal in terms of tourism and the economy in general.
For this reason I want to thank the political forces present in the Council who, all of them, contributed, according to their role and their prerogatives, to the achievement of what we can define as an excellent result".
The Council has already been convened for Monday 10 July for the final approval of the Budget, which will take place following the opinion expressed by the Metropolitan Conference on the same and on the related documents, whose sessions are scheduled for 4, 5 and 6 July.
