Corrupt regional officials and contracts awarded to companies with Camorra ties at Sma Campania: ten defendants plea bargain.
Ten defendants have pleaded guilty in the trial that arose from the investigation by the Naples Public Prosecutor's Office into "Sma Campania", an in-house company of the Campania Region that deals with environmental remediation and whose defendants include former regional councilor Luciano Passariello.
During today's hearing, the Gup of Naples Marcello De Chiara accepted the plea bargaining requests presented by the defense lawyers for sentences ranging from a minimum of one year to a maximum of 4 years and 10 months. Among those who have plea bargained are Vittorio Porcini, a policeman who at the time of the events was working at the Ponticelli police station in Naples, (one year and ten months, suspended sentence); the entrepreneur Salvatore Abbate, alias Salvatore 'a cachera, believed to be linked to the clans of the area north of Naples Cimmino-Caiazzo and to those hegemonic in the eastern area, in particular the Mazzarella clan, who pleaded guilty to a sentence of 4 years and 10 months. Among those who chose to plead guilty are also the director of the Marcianise purification plant and coordinator of the purification plants of "Sma Campania" Luigi Riccardi (3 years and 10 months); the legal administrator of the company S. Abba Immobiliare, Rolando Abbate (1 year and 10 months, suspended sentence).
In the next hearing, scheduled for October 8, the investigating judge could lift the reservation on further plea bargains filed during today's hearing.
In February, the preliminary investigations judge authorized the Guardia di Finanza to notify, for the charge of attempted corruption, house arrest to the entrepreneur Abramo Maione, to the regional director Lucio Varriale and to the employee of “Sma” Agostino Chiatto at the time of the facts, contested between January and February 2018, in service to the secretariat of the then regional councilor Luciano Passariello (for whom no serious evidence of guilt was found and for whom no precautionary measures were issued). Last June 30, deputy prosecutors Ivana Fulco and Henry John Woodcock requested that the 25 defendants be sent for trial.
According to the prosecution, the defendants allegedly participated in a corruption scheme for contracts relating to the disposal of sludge from sewage treatment plants in the provinces of Naples and Caserta.
The 'withdrawal' fund to support the Camorra, politicians, public employees and unfaithful policemen was Sma, the in-house company of the Campania Region that manages the purification plants.
The judge for the preliminary hearings in October will also have to decide on the requests for indictment advanced by the Prosecutor's Office, including that of the former regional councilor Luciano Passariello, accused of a single episode.
