Arzano. The journalist under escort Mimmo Rubio denounces building speculation in contempt of the rules and the protection of the territory.
"To arzano, the second most concreted municipality in Italy with 83,2% of impermeable soil, second only to Casavatore which holds the record with 90,9%, they still think about making building speculation with the "favor" of managers and with the "little help" of administrators", denounces Rubio.
“As if it were not enough to plan for another municipal building with a cost of around 6 million euros in place of perhaps a sports centre that would have had so much consensus from the citizens and especially from our young people, in Arzano we are witnessing – always according to the journalist who has repeatedly asked the intervention of the Naples Prosecutor's Office – yet another “sale on paper” of new apartments that are supposedly being built in the area of via Napoli and its surroundings”.
“In reality – explains the anti-Camorra journalist – according to well informed sources, the houses proposed for sale on paper do not have all the paperwork in order”.
“On Via Napoli, the former “Campanile” factory has been granted a permit which, according to the rules, provides for a shopping mall with a large square open to the public, parking areas on the ground floor and underground, and two floors for a total of 12 apartments.
The point is that those who “inherited” the project want more by taking away what is legally available for public use, so much so that they have already sold what has not yet been authorized, but our administration will take care of satisfying the entrepreneurs….
In the immediate vicinity - he continues - of the former Campanile factory, a five-story building is being built in place of an old warehouse. Well, what was granted is "illegitimate".
In fact – according to Rubio – the rule used to obtain the license was that of the so-called “housing plan”, except that that rule, in addition to allowing expansions of 20 and 35%, provided for the building transformation, with the same volume, not of a single abandoned warehouse, but of a “real estate compendium”.
That is, a group of buildings, perhaps owned by one owner or by many owners united in a consortium, provided that they were several abandoned properties and above all that they were located in degraded and peripheral areas.
This is to allow for urban and real estate regeneration of an entire degraded area with the same volume, also providing for the obligation to leave 30% of the new houses under construction for social housing through an agreement with the Municipality which would then identify the subjects to whom to assign the part of the social housing.
Instead, permission would have been granted for a building approximately 16 metres high where there was only one 6 metre high warehouse and, moreover, without providing parking in a street already densely crowded with cars and without stipulating any agreement for public housing.
The Law taken as a reference, under the aspect of the "real estate compendium" and of the "equal volume", has been among other things the object of a clear explanation by the legislator himself through the Statutory Guarantee Consultation of the Campania Region, but it seems that not even this clarification has been taken into consideration by those who have designed this project.
"Once again in this country, building speculation is being encouraged against all norms and laws. In this sense, it would be incredible to allow a five-story building to be built there in the center of a highly urbanized area, in the center of the city, close to many small single- and two-family buildings that will be "oppressed" by the usual pseudo-entrepreneurs who, coincidentally, are the same owners of "scrappy" buildings in the center of the country and who have managed to obtain licenses with the case plan in the historic center to build buildings in place of old homes, but who are careful not to recover and renovate because, in the historic center, it would not be admissible to build five floors in place of a small building that was once two levels, so much so that it is left there, on display, causing the risk of collapse and an interminable health problem for the citizens.
And we, to protect the public interest, in a city where there is no longer any greenery, there are no services, there is nothing to safeguard normal liveability, we will not give up and we will oppose all the property speculators, the Arzanese "takers", and their business partners in politics, who want to do business in violation of the law.
We will therefore send detailed information to the Prosecutor's Office so that the Judiciary can shed light on the contrasting non-conformity of the Housing Plan applied in these two specific cases in Arzano, on these two large concrete pours and on any municipal omissions provided for by law (the so-called "public" compensation).
