As part of a coordinated investigation by the Public Prosecutor's Office of Naples, the Carabinieri of the Investigative Unit of the Castello di Cisterna Group have executed a Precautionary Detention Order issued by the Judge for Preliminary Investigations at the Court of Napoli, against 8 individuals (6 recipients of the prison measure and 2 of the house arrest measure).
They are all considered seriously suspected, to varying degrees, of the crimes of criminal association aimed at obtaining unauthorised access to devices suitable for communication by individuals. detainees, illicit drug trafficking and possession, and corruption.
The investigative activity, carried out from June 2021 to January 2022, allowed us to outline the existence of a criminal association, rooted in the Neapolitan capital, aimed at committing an indeterminate series of crimes and specifically, the illegal introduction of cell phones and narcotic substances into the Naples District Prison – Poggioreale.
Among the participants in the association, in addition to some inmates of the penitentiary institute, there is also IOIA Peter, Guarantor of the rights of private individuals or those limited in their personal freedom of the Municipality of Naples, still in office, who, taking advantage of his role, which allowed him free access to the prisons, introduced, for a fee, mobile telephone devices and narcotic substances.
In particular, the functioning of the criminal organization involved the partner of one of the promoters, through the Guarantor, delivering to the inmates, participants in the association, mobile telephone devices and various types of narcotic substances which, consequently, were sold to the other inmates, creating a real illegal trade.

The money was then paid onto some rechargeable cards used by a woman and then divided among the other members of the organization.
The investigations have highlighted the existence of a widespread phenomenon of drug dealing (hashish and cocaine), with an economic value of several thousand euros, within the penitentiary institution. The Management of the Poggioreale Prison and the Penitentiary Police have lent their collaboration to the investigations in the phase of observation of the interviews.
