The Regional Council of the Campania, at the end of a technical meeting and the discussion with the President of the Campania Episcopal Conference Mons. Di Donna, the Forum of Family Associations of Campania, Caritas, the Diocese of Naples and lay associations, approved the first block of initiatives to support the family and birth rate.
The bill will soon arrive in the Regional Council, accepting the legislative hypotheses put forward by several regional councilors, with the provision of a Regional Observatory to verify the implementation of the Plan, and a renewed attention to counseling centers and the problems of foster care. In the meantime, the Regional Council approved important and concrete measures today, starting with a bonus of 600 euros for the second child.
These are the measures: the first is "Measures for the conciliation of family and work", amounting to 10 million with the aim of "strengthening the offer of welfare services and their accessibility to better reconcile the life-work times of employed women and/or those seeking employment". The following services are foreseen: babysitting, use of authorized nursery schools for children aged 0-3 years, use of afternoon assistance services, playroom for children aged 3-12 years, activation of job orientation desks for unemployed women seeking employment.
The second measure is “Voucher for the provision of the single allowance for second-born newborns”, amount 10 million: “The intervention, innovative and experimental, provides for the provision of vouchers with a total value of 600 euros in favor of families, in which there is the birth of children after the first. The Region will make agreements with hospital facilities and/or civil registry offices in order to track each new birth for the timely provision of the voucher and to activate agreements and conventions with health and paramedical facilities available to provide services and supplies for the use of the voucher which is also valid for the purchase of products for children (powdered milk, diapers, etc.)”.
These are the other measures: "Support for health expenses for minors", amount 5 million, "this measure is also innovative and experimental and provides financial support to families with minors up to 10 years old and an ISEE of up to 12.500 euros, through the reimbursement of medical and dental expenses and treatments and/or specialist visits not covered by the National Health Service incurred for minors for a maximum of 500 euros". The voucher measure "for access to nurseries intended for families with ISEE requirements for the reduction of fees", amount 2023 million, has also been renewed for the 2024-5 educational year; the measure provides for the provision of vouchers of up to 3 thousand euros for the payment of the fees required by nurseries and micro-nurseries, aimed at families with children aged between 0 and 36 months.
The value of the voucher is modulated based on the ISEE indicator of the participating families, which will be detailed in the specific regional public notice. The last measure adopted is “Promotion of foster care and bi-parenting”, amounting to 3 million, with the aim of “strengthening family centers by enhancing the proximity of local services and parenting support to citizens through initiatives, specifically, aimed at protecting bi-parenting for separated parents, promoting foster care procedures including difficult foster care, adoption and protection of minors”.
