After 33 years since its confiscation, the former cement factory of the Nuvoletta and Polverino clans of Quarto is preparing for a rebirth.

The structure, sadly known for having supplied low-quality cement to construction companies often linked to the Camorra, will be transformed into a multipurpose cultural centre with a theatre and music hall.
A Dark Past: The Cement of the Clan and Its Consequences
The investigations revealed that the cement produced in the plant in Via Marmolito was used for the construction of buildings, often built by the same companies controlled by the clan.
“Building contractors were forced to turn to the clan in order to build, otherwise they suffered intimidation,” Maria Virgilio, Commander of the Operational and Radiomobile Unit of the Carabinieri of Naples, told Tg Campania. A contractor who had refused to use the poor quality cement had been the victim of an ambush.
The shadow of poor concrete: risks to the stability of buildings
The transformation of the former cement factory into a cultural center does not erase concerns about the stability of buildings constructed with low-quality cement supplied by the clans. The fear is that even buildings built in areas of bradyseism could be at risk.
“In those years, between Marano, Calvizzano and Quarto, only companies attributable to the Polverinos were building,” said Giuseppe Visone, deputy prosecutor of the DDA of Naples, suggesting that the poor quality cement may also have been used in post-bradyseism building interventions.
