According to the investigations, the couple ran a network of pushers who, on Giugliano's instructions, delivered the requested doses of drugs directly to the home, collecting the money which was then delivered to the top of the organization.
The “delivery” system had suffered a setback in December 2022, when the San Giuseppe Vesuviano police had carried out a raid on the home of Domenico Guastafierro, known as “Uncle Mimì”, also in Boscoreale, who for months had supplied the Giugliano cartel with large quantities of narcotics.
The crimes charged to the suspects include association for the purpose of drug trafficking, possession for the purpose of dealing, possession and carrying of a clandestine weapon, and receiving stolen goods.
The organization operated mainly in the territories of San Gennaro Vesuviano, Ottaviano, Nola and neighboring municipalities, supplying customers with crack, cocaine and hashish. During the investigations, dozens of drug seizures were made "on-the-road", that is, on the road.
The operation saw the collaboration of the Carabinieri of Nola, Torre Annunziata and Boscotrecase. The order executed represents the follow-up to another precautionary measure issued in 2022. The investigations, concluded with a crime report forwarded to the Public Prosecutor's Office on 23 April 2024, were based on telephone interceptions, environmental interceptions and road checks.
Raffaele Giugliano, in addition to coordinating the distribution of drugs, was also involved in the transformation of cocaine into crack, an activity conducted in collaboration with his partner Pasqua Teodosio.
During the investigations, it emerged that the Giugliano group had subsequently “connected” with another cartel, led by Rosa Liberti, currently under house arrest, who continued to sell drugs through other individuals. However, for this activity, the investigators did not consider it possible to configure an association-type crime.
The network was based on home delivery of doses ordered by customers to certain pre-established points. Several episodes of sale of crack, cocaine and hashish were reconstructed. According to what was reconstructed during the investigations, the rider-pushers sold "at pre-established times of the day, from around 9 in the morning until around 14 p.m. and from around 16 p.m. until 21 p.m. at the latest", establishing the times of deliveries to customers at times that the organization considered "more suitable to avoid checks by the police and to arouse less suspicion".

But the obstacle to delivery was just around the corner, not only because of the checkpoints and checks that law enforcement normally carries out on the territory, but also because of other events. Like, for example, the Giro d'Italia. So in May 2023, the 'home deliveries' of drugs to customers were delayed due to the Giro d'Italia passing through Somma Vesuviana, in the province of Naples.
The changes to the road system to allow the passage of the ring were hindering the work of the 'drug riders' to the point that, one of those arrested suggested, as the Carabinieri of Nola discovered, to tell the buyer to "come to the Somma exit". The communications between pushers and buyers took place on WhatsApp.
During the investigations the police of the Nola Company discovered a sort of 'gift' to a customer for his birthday. During the investigation, in fact, the buyer identified as 'Drago' asks the pushers if the drug he is 'ordering' can be cooked. The buyer is asking for crack, cooked cocaine with additives and says: “Can I have a crush? It’s my birthday too”. Affirmative response from the rider-pushers who also communicated a 'special price': 100 euros for the requested drug “plus my gift next to it, always cooked.”

Among those under investigation is also a woman who, as emerges from the investigation documents, was so worried about her children in case she ended up in prison that she told an accomplice: “It’s not the 1.500 that counts, but the fact that you have to work. You find yourself having to work. If I pass a… you don’t get in the car with me? The important thing is that, if I leave, you don’t start playing smart with me. Support my children, I don’t care anymore. Don’t worry so much, I’ll take care of it. I’ll get a public defender, because otherwise we can’t eat. We’re in trouble, my children are my priority. Period.”
