An out-of-control system in private parking lots in the historic center of Naples. This is the picture that emerged during a blitz conducted by MP Francesco Emilio Borrelli, of the Green-Sinister Alliance. The most striking situation was found behind Via Marina, where a garage with just two official parking spaces operated as if it could accommodate dozens of vehicles.
Article Key Points
When Borrelli arrived, the surrounding streets and sidewalks were filled with cars parked in no-parking zones or even in pedestrian areas. Torn-out poles and removed chains testified to the total disregard for the rules. Illegal parking even made use of illuminated signs illegally mounted on public poles or in the middle of the street.
When the deputy entered the facility, the workers present – recognizable by their personalized bibs and paddles – quickly disappeared, while others quickly arrived to remove the illegally parked cars. The police had to intervene to clear the vehicles and dismantle the illegal installations.
Paid parking also in pedestrian areas
The situation is no less serious at Borgo Orefici, where another garage had taken over an entire pedestrian area in front, allocating it to the wild parking of customers' cars. A citizen, after picking up his car, was forced to pay 30 euros even though the car had been left in the middle of the street. Only the direct intervention of Borrelli forced the garage owner to return the money.
Borrelli's complaint: "Illegal acts tolerated for too long"
The MP expressed his indignation at the lack of controls and the impunity of those who systematically violate the laws. “In the business of private parking lots anarchy reigns. I wonder how structures with only two parking spaces can obtain licenses. It is clear that the system of controls is completely inadequate. We cannot allow this city to remain hostage to those who impose their rules with arrogance and abuse,” Borrelli said.
The MP called for immediate checks on the licenses and operating standards of these activities, asking that the illicit activities be prosecuted with the utmost severity. “Whoever makes a mistake must pay without discounts,” concluded Borrelli, reiterating the commitment to a more orderly and legally respectful Naples.

It's really strange that in a city like Naples there are so many problems with parking. I have also seen cars parked in impossible places and no one seems to do anything to solve the situation. The authorities must intervene.
I don't understand why there are so few controls in private parking lots. It is a serious problem for the city and should be addressed more decisively by the competent authorities. Legality is fundamental.
